Pour un Sourire d’ Enfant (PSE) is a non-profit organization, established at the end of 1995 in Cambodia, working to provide food, shelter, medical care, general education and vocational training to children needing support, e.g. underprivileged children; maltreated children; children living in poverty and children without any formal education in Phnom Penh, Preahsihanouk and Siem Reap. Currently PSE is providing help to more than 6,500 children, supporting around 3,000 children in public schools, 1,500 in the remedial education program, and 1,500 in the vocational training program. Around 500 children benefit from specific educational programs: classes for children with disability, day-care centers, infant welfare, etc. PSE employs more than 600 dedicated staff. Due to rapid growth of existing and new programs, PSE is seeking candidates to fill the position of Human Resource Officer based in Phnom Penh.
Job Duties and Responsibilities
- Participate
in designing and developing HR strategies, development plans,
processes, procedures, guidelines, and rules and regulations related to
personnel administration in order to ensure that the human resources
function is carried out effectively and efficiently;
- Design,
update and maintain all HR tools, forms and templates for personnel use
and translate them from English to Khmer and vice versa;
- Provide accurate advice to stakeholders on Cambodian labor law in order help PSE comply with government and regulatory policies;
- Manage
all personnel related letters and documents including employment
contract, promotion, resignation, disciplinary action, termination,
transfer, etc.;
- Create,
store and manage all important personnel related records in both hard
copy and soft copy through a clear and concise reference system;
- Organize and coordinate staff seminars and meetings;
- Coordinate HR surveys;
- Manage
and administer HRIS system by ensuring that all staff records in the
system are correct, up-to-date and retrievable for effective HR
statistical report;
- Develop
induction materials and conduct induction to new employees to ensure
all staff members are familiarized with PSE policies and procedures and
align themselves with the organizational vision and culture;
- Compile HR reports for HR director when needed;
- Perform other duties as assigned by the HR director.
Job Requirements
- Bachelor degree in HRM, Business Administration, Management or related fields;
- At least 3 years of work experience;
- Good command of English (French is an advantage);
- Good communication and interpersonal skills;
- Strong problem solving and negotiation skills;
- Good analytical and writing skills;
- Ability to interact at all levels of an organization;
- Well-organized, proactive and persistent;
- Dynamic and self-managed;
- Ability to work under pressure and with less supervision;
- Computer literate;
- Respect and support PSE’s values and mission.
