Good Neighbors Cambodia (GNC) is the field country project that has been implementing its projects in Cambodia since 2002. GNC is seeking qualified candidates for the following positions:
Finance Officer (1 position based in Head Office, Phnom Penh)
Salary range 350$-400$

Finance Officer (1 position based in Head Office, Phnom Penh)
Salary range 350$-400$
Job description:
A- Handle day-to-day accounting of Head Office
- Maintain the computerized accounting system QuickBooks software for HO and produce financial and related reports timely and accurately as per requirement.
- Oversee and prepare cash flow control of safe-box, cash count, bank record, bank reconciliation, payroll list, payroll slip and manage all financial transfer requirements.
- Develop and manage the annual budget including the operating and various contracts.
- Monitor actual expenditure versus budgets of head office periodically.
- Establish, maintain and reconcile petty cash, cash of safe-box and bank statements
- Issue cheques for all accounts due
- Reconcile the accounts payable and accounts receivable
- Maintain an appropriate filing system to include all essential finance relevant documentation of the whole GNC to ensure accurate tracking and documentation for audit purposes.
- Maintain the accounts payable and accounts receivable systems in order to ensure complete and accurate records of all moneys
- Develops and implements accounting procedures by analyzing current procedures; recommending changes.
B- Internal Monitoring
- Assist finance team of Head Office to monitor expenditure of all projects
- Evaluate accounting and internal control systems and identify and communicate control risks, potential consequences and recommendations.
- Evaluate finding, investigate inconsistencies, modify the work program as necessary, review subsequent events, and justify and prepare appropriate reports for users within the organization, including recommendations to enhance business performance.
- Ensure the Finance manual exist in each office and has been followed
- Ensure the cash count and cash book are correct and approved
- Ensure the bank statement and bank book are correct and approved
- Ensure all the money received is correctly recorded and make sure that there is a sign indicating that all persons making a payment to GNC should request a receipt.
- Ensure all cash received has been correctly accounted for by viewing all receipts and correctly coded
- Ensure where possible check validity of expenses
- Ensure all appropriate documentation is with the voucher
- Ensure the vouchers are correctly authorized in accordance with the authority delegation
- Ensure that the vouchers have been numbered and entered correctly in the QuickBooks
- Ensure that the reports and the ledger have been checked
- Ensure any recommendation amendments has been followed up
- Ensure the variance finance report has been explained
- Assist AD manager to monitor expenditure of all CDPs.
- Other tasks as required by the Admin Department Manager
Requirement
- Bachelor degree majoring in finance or audit
- 3 year-experience in accounting or audit
- Knowledge of finance, accounting, budgeting and cost controlling procedure
- Fluency in English
- Computer Skill in QuickBooks and Microsoft Offices
- Excellent organizational and communication skills
- Honest and trustworthy, hard-working and willing to learn
