National Policy Advisor to the Cambodia’s “EU REDD+ Community Carbon Pools Programme”

The three-year-long EU-funded regional “REDD+ Community Carbon Pools Programme” has been designed to build the capacity of local communities and local governments to actively participate in REDD+ pilot projects in Cambodia, Vietnam, the Philippines and Indonesia and feed lessons learned into policy dialogues at sub-national, national and regional levels. FFI is now seeking a qualified candidate to fill the position of a National Policy Advisor to support the Cambodian component of this programme. This is a full-time position, based in Phnom Penh with occasional travel to project field sites in provinces as required.

90 minute lunch break

Main duties:
The National Policy Advisor will provide support to the development of national REDD+ policy under the EU-funded REDD+ Community Carbon Pools Programme. The major objectives of the National Policy Advisor will be to:
- Objective I: Support the development of national REDD+ policies that strengthen the role of local government and communities.
- Objective II: Facilitate the development of sub-national procedures and regulations for REDD+ pilot project activities.
Responsibilities:
- Provide support on policy and regulatory aspects of the project and produce appropriate reporting.
- Review the legal framework for community tenure/entitlements for carbon revenues.
- Provide technical support/guidance to the Forestry Administration and the Ministry of Environment on the formulation of policies and regulations under the community forestry sub-decree, protected area law, benefit sharing models and environmental and social safeguards.
- Provide technical advice and assistance in the organization of project events with a focus on REDD+ and community forestry policy development.
- Facilitate the building of good relationships with relevant stakeholders, advocate and lobby as necessary - this includes NGOs, research institutions, sub-national and national government agencies, and donor/international development agencies.
- Support and facilitate REDD+ policy dialogues at the national and sub-national level through workshops, thematic working groups and capacity building initiatives.
- Represents FFI, as authorized by the Country Director/Programme Managers/Coordinator, in relevant forums on REDD+ and community forestry.
- Contribute to the EU REDD newsletter.
- Other tasks that may be asked by supervisors.
Skill and competency
- Hold a degree in environmental law, development/economics, environmental (resource) management, rural sociology/anthropology. Postgraduate degree (Master/PhD) preferred.
- At least 5 years experience in policy/legal work including field project work, scientific research, and/or policy advocacy in the area of environmental/natural resources management, governance, and/or community/rural development.
- Good knowledge of REDD+ and community forestry.
- Experience with environmental and social regulations, policies and processes
- Broad experience working at local and central government levels.
- Excellent writing and communication skills in Khmer and English.
- Good computer skills in MS-applications (Word, Excel, Internet, Email, Power Points)
