Consultant for Baseline Research
The Cambodian NGO Khmer Community Development
(KCD) concentrates since July 2006 its activities in Prek Chrey Commune, Kandal
Province, promoting child rights, development and exploring the relations
between ethnic Khmer and ethnic Vietnamese people living in this border area to
Vietnam.
The project aiming at ‘A peaceful interethnic
society cooperating in improving the quality of livelihood in the respect of
gender equity and environment’ is mainly supported the German Protestant Church
Development Service (Evangelischer Entwicklungsdienst - EED), Quaker Service
Australia (QSA) and Cooperation and Participation in Overseas NGOs (COPION, Korean
NGO).
KCD runs the project with 3 components:
1) Child Rights and Children’s Development;
2) Peace Building;
3) Community Development.
KCD is now looking for an experienced
consultant with extensive experience in the
field of social survey/research and project evaluation to conduct a baseline survey
at the beginning of the new project implementation period of 18 months (starting
from April 2012) among the target groups – the children, students, and adults
of both communities, as well as among the local authorities.
This baseline survey aims to gather concrete anchor
basic data that can be a corner stone to measuring the project's achievement
against its expected outputs.
Requirements
One credible consultant will be selected based on the
following qualifications:
- Relevant post graduate background
- Relevant work experiences in the field of Child Rights, Peace Building, Interethnic relations, and Community development
- Knowledge and experience of Cambodia education, health, legal, informational and administrative services in remote areas;
- Proven competence in performance of review/assessment
- Experience in the design of assessment methodology and tools
- Experience in management and good organizational skills;
- Good analytical skill
- Good interview and analytical skills, and good communicating with children and villagers of different ethnic origin
- Excellent report writing skill.

Consultant Tasks
The
consultant will generally coordinate the whole processes of this assignment
(from the start to the completion of report).
Task 1:
a) Develop
a common understanding of the TOR among the consultant and KCD
b) Develop
a broad timetable for carrying out the performance
c) Address
any logistical or administrative issues.
Task 2:
Prepare
a work plan which will include information about the proposed methodology,
sample, data collection tools and timeline etc.
Task 3:
Producing
a comprehensive baseline research report with seeking feedback from KCD. The
final report must be submitted to KCD in both soft and hard copies in Khmer and
English versions.
Time Frame
Preparation and signature of the Service Agreement is
expected by 02 July 2012.The final report is expected by 30 July 2012.
