Program Manager

Banteay Srei is a Cambodian women’s non-government organisation that empowers vulnerable women to improve their political, economic and psycho-social situation through implementation of community development projects, advocacy work and encouraging men’s participation in addressing issues affecting women. We are now seeking for a qualified candidate to fill one position of Program Manager who will be based in Siem Reap and frequently travel to outside duty station.

Responsibilities

• Personnel Management and Supervision
• Line manages the Team Leaders (in BB includes Safe House TL) and the Admin-finance Officer,
• Monitors staff performance through annual appraisals, coach staff and helps resolve work issues.
• Liaises and coordinates with the Technical Team Manager concerning specified program and training requirements.Leads the project assessment, design and planning processes within the responsible province.
• Prepares project proposals including any concept papers, draft budgets and supporting documentation according to the requirements of BS and donors
• Monitors all programme activities to ensure effective use of resources and achievement of stated objectives.
• Ensures and monitors that programs implement gender and child protection policies
• Prepares timely program reports including supporting information to the Director.

Programme Management

• Monitors program expenditure and approves requests for spending at field level.
• Ensures that personnel policies are implemented well.
• Ensures efficiency of office management.

Networking and Liaison

• Coordinate provincial program plan with Technical Team
• Provides co-ordination and support to the technical team members in collaboration with the Technical Team Manager to ensure appropriate training and capacity building to programme staff and target beneficiaries.
• Networks with Government and other agencies to increase awareness of organisation and its programmes in the external environment and keeps abreast of all relevant changes in the Cambodian development context.
• Facilitates donors and other visitors requesting exposure to BS work.
• Supports the Director in development and execution of the organisation’s Four-year strategic plan.

Qualifications/Requirements
 

Education/Qualifications

• Proven experience in management at the programme level (at least two years)
• Tertiary qualifications in Project Management

Experience/Skills

• Ability to produce high quality and timely reports
• Ability to lead and motivate staff in an equitable manner
• Demonstrated experience in strategic planning, budgeting and monitoring
• Understanding and experience in Community Development, Gender-related issues, Advocacy and Natural Resource Management
• Moderate ability in spoken and written English language skills
• Good computer skills, including familiarity with Microsoft Word, Excel, Access and Email/Internet.
