It is an official National Contact of Transparency International. The mission of TI Cambodia is to work together with individuals and institutions at all levels to promote integrity and reduce corruption in Cambodia.

Essential Duties and Responsibilities:
- Oversee effective cash control and management from day-to-day transactions.
- Supervise cash transfers, including cost-share repayments from across project budgets to the main bank account.
- Verify on proposed payment according to TI Cambodia policy and guidelines.
- Perform duties in accordance with international standards of financial accountability and transparency.
- Develop and update charts of accounts for all programs and operations components based on the program proposal and budget plan.
- Ensure encoding, correct account code as per account code chart for all annual budgets for the projects.
- Support the Executive Director/Director of Operations, and Program Managers in budget development and review, including analysis of budget over and under spending during the operational year for the projects.
- Review financial reports and supporting documents of TI Cambodia partners or grant recipients and ensure that reporting is recorded properly in the TI Cambodia system and policy.
- Supervise and check accuracy of the monthly and quarterly internal financial reports and supporting documents.
- Prepare financial reports to donors based on agreement and schedule.
- Supervise and coach finance officer and cashier to properly record and post all financial transactions.
- Develop and maintain chart of accounts for TI Cambodia and ensure its consistency between budgets and the financial system.
- Supervise daily accounting operations and ensure compliance with financial standards, policies and procedures.
- Ensure good sources and supporting documents for all financial transactions, including the expenditure of TI Cambodia grants to local partners.
- Review and ensure accuracy of all accounting entries, including cash advances and reimbursements.
- Ensure that completed payment vouchers are properly recorded, systematically filed and maintained in the financial filing system.
- Generate monthly financial reports for TI Cambodia general operations and all projects and send to the Executive Director/Director of Operations and his/her representative no later than five days after the end of each month.
Essential Qualifications:
- Cambodian National.
- At least seven years of experience in financial responsibilities, with a minimum of four years management level experience with local or international organizations in Cambodia. Preferably experience in managing large and multi-donor funding and sub-grants.
- At least a bachelor degree in the field of Accounting or Financial Management.
- Demonstrated ability to handle complex financial management and create financial systems that meets international standards and best practices.
- Skills and expertise in computer accounting programs such as Quick-books and/or Peachtree.
- Sound knowledge of and commitment to the promotion of integrity, good governance and anti- corruption.
- Good communications and interpersonal skills, including the ability to build and maintain relationships with people from diverse backgrounds.
- Ability to work independently, under pressure and with a high level of commitment to complete the tasks on time and to a high standard.
- Fluent in English and Khmer with a proven ability to communicate both verbally and in writing.
