I- COURSE DESCRIPTION:
Effective human resource management is more vital today as businesses are venturing into the borderless world. Never before has domestic business and industry faced the intense competition presented by foreign and multinational corporations. As the Cambodian economy is recovering, businesses have to cope with an increased demand with limited resources while maintaining the stakeholders’ interest.

Line managers i.e. operations managers, department/section heads, are in charge of accomplishing the basic goals of the organization. Basically managers get things done through the efforts of others. The production manager meshes resources and workers to produce goods in sufficient numbers and quality; the marketing manager works through sales representatives to sell the firm’s products; and the finance manager obtains capital and manages investment to ensure sufficient operating funds.

Managers too, have the responsibilities of personnel-related activities. This makes the role of line managers even challenging. Human resource managers normally act in advisory capacity, working with other managers regarding human resource matters.

Exactly what personnel management activities are carried out by line managers? Establishing day-to-day relationship of mutual respect and trust with subordinates, applying labour laws and labour contract consistently, handling grievances, discipline etc., Therefore, the knowledge of salient labour regulations are essential for all managers so as to reduce legal exposures.

This two-day course offers in respect of the industrial relation perspective introduction to key issues in Cambodian Labor Law and provides practical guidance on employment issues. At the end of this programme, participants will be able to apply the relevant provisions in the labour legislations in handling employee relations.

Even though understanding the Cambodian Labor Law is important for every level of staff, this course is best for Supervisors, Line Managers, Employee Relations Officer, Administrative Officers, and Compliance Officer.

ABOUT TRAINERS
1- Mr. Som Chamnan, LLB, B.A
Executive Director, CAMFEBA
Mr. Som Chamnan is the Executive Director of CAMFEBA, responsible for the daily operations of the organization. He is also the advisor to the Legal Department and the Labor Law Trainer of this organization. Mr. Chamnan has extensively practical knowledge and experiences in Cambodian Labor since he has been practicing this law for nearly 6 years through his work with CAMFEBA and with the Arbitration Council Foundation as the Legal Officer. In both careers, Mr. Chamnan was very much involved in doing the research on Cambodian Labor Law and providing legal advice/support to CAMFEBA’s members and members of the Arbitration Council, where he also involved in compiling the Arbitral Awards and providing many training courses to trade unions, employers, court clerks and law students on the Labor Dispute Resolution Process and the Arbitration Council in Cambodia, Conciliation Technique, Case Preparation and Presentation Technique. Mr. Chamnan possesses the Bachelor Degree in Law specializing in Labor Law from Royal University of Law and Economics and Bachelor of Philosophy from Royal University of Phnom Penh. Besides these degrees, he also has joint many overseas training and workshops relating to the Industrial Relations.

2- Mr. Soum Chamrong
Legal & Compliance Manager, CAMFEBA
Mr. Soum Chamrong is an Attorney-at-Law, a Legal and Compliance Manager of CAMFEBA with the responsibilities in managing the Legal Department of organization and managing project on promoting the Sound Industrial Relations in Cambodia. He has experience in providing the legal consultation and represent clients at Arbitration Council and courts. He holds Bachelor and Master Degree of Law from the Royal University of Law and Economic in Phnom Penh and Certificate of Aptitude in Legal Profession from the Lawyer Training Center of the Bar Association of the Kingdom of Cambodia.
