This Life Beyond Bars Program (TLBB)
This
Life Cambodia (TLC) is seeking to employ six new staff members in varying roles
to implement and develop the AusAID funded This Life Beyond Bars program
(TLBB). These positions will begin immediately and will be a one year renewable
contract. The positions are based in Siem Reap and Banteay Mancheay but you
will be required to travel to rural areas as well as other provinces. TLC is
focused on developing educational and sustainable development projects that
directly benefit the lives of children and their communities in rural Cambodia.
We believe education enables children to develop the essential skills needed to
make positive changes in their lives and break free from poverty. Our strategy
is to improve the quality of life for underserved and vulnerable groups in
Cambodia.
The aim of the TLBB is to address the educational rights of children (or children whose care giver is) in conflict with the law, and to promote and defend these rights.
The position: Local Governance Site Leader Banteay Mancheay Province x1 and Local Governance Site Leader Siem Reap and Odar Mancheay Province x1

Job location: Siem Reap. Please note the Banteay Mancheay Local
Governance Site Leader will be based in Siem Reap, with an extended stay in
Banteay Mancheay at the commencement of the project.
Job Schedule: Full-time
Purpose:
To work with
existing sub-national mechanisms in either Banteay
Mancheay or Siem Reap province, to build their capacity and integrate these
structures and this knowledge in to the community. Liaise with Community
Project Officer, Family Support Project Officer and Vocational Training Project
Officer. Reports to the TLBB Program Coordinator.
Job Description:
- Strong commitment to child protection and safety.
- Raise awareness of human rights and legal issues at sub-national level.
- Understands the sub-national structure by which to address future issues once the program completes.
- Develop relationships with commune council, government and other relevant sub-national mechanisms.
- Work closely with the Community Development Officer and community to advocate for the community at the sub-national level.
- Build strong connections between community and sub-national mechanisms designed to reduce stigma and other social issues resulting from imprisonment.
- Help develop program budget with TLBB coordinator.
- Provide regular reports to TLBB coordinator including ongoing monitoring and evaluation of the projects.
- Work with Family Support Officer, Community Development Officer and Vocational Training Officer to integrate all elements of the TLBB program.
- Responsible for managing the three project officers to ensure they are meeting goals and objectives.
- Responsible for collecting and compiling all reports from all three project officers.
- Responsible for reporting regularly to the TLBB coordinator.
- This position may also require the undertaking of additional jobs on request by the TLC director or Program Coordinators.
- Actively promote child safety and child protection.
Job Requirements:
- Bachelors Degree in related field (Community Development, Law, Social Work, Communication)
- Minimum 2 years work experience working with provincial government, commune council or other sub-national groups.
- Proven experience implementing sustainable community development programs.
- Experience running trainings and workshops at the commune and provincial level.
- Excellent communication and evaluation skills.
- Self-motivated and ability to work independently as well as in a team.
- Excellent organisation skills including the ability to multi-task.
- Strong work ethic and demonstrated accountability.
- MS-Office and Internet Skills.
- Excellent spoken and written Khmer and English.
- Ability to travel frequently and work in rural areas.
Desired:
- Current driver’s license.
