Under the guidance and direct supervision of the
UNDP Cambodia Country Director, the Communications Specialist implements
the UNDP Cambodia communications strategy in line with the corporate
communications strategy, with a view to influence the development
agenda, to communicate organizational results, to promote public and
media outreach and to mobilize support for UNDP agenda and country
programme. The Communications Specialist also provide support to the
Resident Coordinator’s office for official visits, UN events, and other
key activities
The Communications Specialist supervises the
UNDP communications team. The Communications Specialist works in close
collaboration with the UNDP Programme and Operations teams as well as
communications officers and focal points of other UN Agencies through
the UN Communications Group, the Office of the Resident Coordinator,
UNDP HQ Office of Communications and the Regional Communications
Specialist. The Communications Specialist partners with Government
communication offices, international and local media, multi-lateral and
bi-lateral donors and civil society.

1. Increase organizational ability to communicate effectively:
- Strengthen
internal communications by improving systems for increased information
sharing, such as strengthening the Communications Intranet as an
information resource accessible by all staff. Build on existing photo
and public information material library, and update guidelines on
communications activities such as: dealing with the media, communicating
results, writing a press release, event media management.
- Through
training and advisory support, strengthen the ability of Programme and
Project staff to clearly communicate results to different audiences.

Plan, implement and monitor the CO communications strategy in line with
the Country Programme Action Plan focusing on the achievement of the
following results:
- Lead the design and
implementation of the CO communications strategy and unit work plan with
the support of the UNV Communications Officer.
- Manage the communications unit to carry out all activities outlined in the Unit work plan.
- Coordinate
and manage all CO publications, including content management, norms for
publishing, design, liaison with printers and other suppliers to
oversee production and supervision of publications dissemination.

Supervises the maintenance of the UNDP web site and multimedia public
information materials, focusing on achievement of the following results:
- Maintenance of office web site to meet corporate requirements in cooperation with the ICT staff.
- Supervision
and preparation of the content for the web sites ensuring consistency,
relevance and timeliness of the materials, increasing and maintaining
multimedia content
4. Communicates organizational result using the following methods:
Launches, campaigns, key messages
- In
consultation with senior management, design organizational key messages
and deliver them through appropriate means such as campaigns, events,
media briefings, and story pitches to local and regional media that
position UNDP and influences the development agenda based on country
programme priorities.
- Manage, promote and disseminate
corporate advocacy materials for launching flagship initiatives and
publications such as the Human Development Report.
- Locally promote corporate public information campaigns on UNDP activities, such as MDG Acceleration and UN Reform.
Outreach
- Lead promotional activities to position UNDP as a leader within the development space.
- Increase
coverage and understanding of the UNDP’s work in the country or
practice area through development and maintenance of media contacts and
providing newsworthy information to national public and donors.
- Format,
package and present programme initiatives/achievements in the form of
factsheets, policy papers and issues papers for stakeholders and for
donor audience to support resource mobilization.
- Develop
and maintain close contact with partners including, government agencies
donors, civil society and private sector for implementation of the
communications strategy. Provide media management support to events,
roundtable discussions, press conferences, briefing sessions,
interviews, launches, etc.
- Forge a “one UN” image through
publicizing the significance of local UN reform efforts, joint
programmes, common services. Organization and implementation of joint UN
information campaigns (UN Day, World AIDS Day, etc.)
- Ensure access for journalists to subject matter experts.
- Maintain quarterly e- and hard copy newsletter to donors, government, civil society, students and other audiences.
Public information
- Effective responses to media inquiries for public information materials.
- Innovative
and creative solutions to sensitive or corporately strategic public
communications issues. Develop crisis communications strategies when
needed
- Advocacy and promotion of UNDP mandate, mission and purpose.

Ensures elaboration and implementation of the CO publications strategy
and plan focusing on the achievement of the following results:
- Elaboration and implementation of the CO publications strategy and plan based on the corporate publications policy.
- Identification
and development of storylines for publications and substantive articles
contributing to debates on key development issues.
- Coordination
and management of all CO publication activities, including content
management, norms for publishing, design, liaison with printers and
other suppliers to oversee production and supervision of publications
dissemination.
6. Ensures facilitation of knowledge building and management focusing on achievement of the following results:
- Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
- Monitor
practices, and project-specific news and developments in order to
ensure guidance to the office that reflects the best and most current
available information.
- Provides advice and support to UNDP inputs to CCA, UNDAF, CPD and other documents
- Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
- Organization and provision of training, consultancy and advice to UNDP staff on communications.

supervision of the Communications team focusing on achieving the
following results:
- Effective management of
the Communications Office, including preparation of the work plan,
management of translations and contractual matters.
