The Royal Government of Cambodia, through the NCDD (National Sub-Committee on Democratic Development) wishes to undertake a nationally representative baseline governance survey as part of its IP3 (3 year implementation program). The survey will measure the perceptions of citizens, councilors, and executives of sub-national authorities in terms of accountability, transparency, civic engagement, autonomy, and responsiveness. The sample will cover roughly 2,000 respondents in almost 100 Commune Sankgats.
1. The duration of the assignment is estimated at two months but the assignment must in any case be completed no later than 15 December 2011. The assignment will comprise the following activities:
(i) Review and Format the Questionnaire
(ii) Recruit Enumerators
(iii) Training on Questionnaire and Pretesting
(iv) Collect the Data
(v) Process the Data
(vi) Computerizing/ storing data and generating datasets
(vii) Preparing a Field Technical Report
2. NCDDS now invites Firms, research organizations, NGOs, institutions of higher learning and civil society organization, having experience in conducting, organizing and collecting and processing large scale surveys and data sets in Cambodia to submit an expression of interest to provide these services.
3. The survey team leader and his/her immediate associates from the research agency who will lead this survey must have the following qualifications:
(i) Experience in conducting and managing the large scale survey in Cambodia;
(ii) Extensive experience in managing fieldwork for data collection and data processing for large sample size;
(iii) Demonstrate ability to design (or able to find a resource person) data entry formats using an appropriate database and be able to transform datasets to IMB SPSS Statistics;
The research agency must employ enough and qualified enumerators for this survey to make sure that the tasks will be completed as schedule. In addition, team of field enumerators must be with gender balance.
4. Interested Firms, research organizations, NGOs, institutions of higher learning and civil society organization must provide updated information indicating that they possess the required qualifications, including their current programs and funding sources. The total length of the expression of interest should not exceed 10 pages (A4, Font 11, single line spacing). Firms, research organizations, NGOs, institutions of higher learning and civil society organization may associate to enhance their qualifications.
5. The Consulting Firm will be selected under Quality and Cost Based Selection (QCBS) as described in Ministry of Economy and Finance Procurement Manual Volume I September 2005. Description of the services to be provided and the required qualifications are included in the Terms of Reference.
6. Expressions of Interest must be delivered to the address below by 01st September 2011 at 16.00 hours (Phnom Penh time).
