The Inspira Support Centre was created in September 2009 to support the introduction of Peoplesoft-based applications for human resources talent management in the global United Nations Secretariat. The Centre falls within the Office of Human Resources Management and is located in Bangkok, Thailand.
Responsibilities
Under the overall guidance of the Chief of Inspira Support Centre, within limits of delegated authorities, the incumbent of this position will be responsible for the following:
• Manages Inspira related projects involving feasibility studies, systems analysis, design development and implementation of new PeopleSoft modules.
• Develops detailed system and other functional specifications and user documentation for Inspira enhancements and modifications.
• Provides specialized advice to users, analyzing users’ requirements and translating these into new functionalities; determines application systems integration and linkage issues between Inspira and legacy systems.
• Maintains, upgrades or enhances existing Inspira modules; troubleshoots and provides continuing Tier 2 and Tier 3 support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of PeopleSoft applications.
• Develops and maintains computer programs that require integration of many interrelated Inspira modules and program elements; ensures appropriate data security and access controls to all module of PeopleSoft considering both local and wide network issues.
• Organizes and performs unit and integrated testing, designing and utilizing test bases; assist users in acceptance testing;
• Develops training materials, operating and user manuals, using UPK application; trains staff in Inspira systems.
• Handles all aspects of contract administration with Oracle on Demand, including establishment of service level agreements with Oracle and other vendors.
• Provides guidance to, and supervises new and junior staff, consultants, etc.

Education
Advanced university degree (Master’s degree or equivalent) in Computer Science, Engineering or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in development using PeopleSoft tools and methodologies, including implementation, upgrades, production support, maintenance of PeopleSoft HCM, e-Performance and other modules is required. Specifically, knowledge of PeopleSoft (PS) reporting tools, PS query tools, PS application designer, component interface, PL/SQL, application engine, SQL loader, and AWE are required.
Languages
Fluency in English (both oral and written) is required. Knowledge of French is an advantage.

Technical Test to assess level of expertise in PeopleSoft (PS) reporting tools, PS query tools, PS application designer, component interface, PL/SQL, application engine, SQL loader, and AWE.
