Country Early Childhood Care and Development Specialist (ECCDS) at Plan International _ Deadline: 15-Jul-2011

Plan is an international humanitarian child-centred community development organization, without religious, political or government affiliation and is one of the oldest and largest international development agencies in the world working in 66 countries. Plan started its operations in Cambodia in 2002 and is committed to improving the lives of poor children, their families and communities. Plan is going to implement the new five-year Country Strategic Plan from July 1, 2010 to June 30, 2015 and is looking for qualified candidates for the following positions: Country Early Childhood Care and Development Specialist (ECCDS)

Based at the Country Office, the Early Childhood Care and Development Specialist will develop Plan Cambodia ECCD programme planning, monitoring and evaluation using Child-Centred Community Development (CCCD) approach and s/he will provide technical support to Plan’s programme staff and Plan’s partners to ensure the programme implementation delivers desirable quality results.

Outputs and Deliverables
Planning, monitoring and evaluations
  • Annual and integrated planning, monitoring and evaluation for the entire ECCD programme developed
  • Monitoring mechanisms, research design and tools based on donors requirements developed and all related field staff have been oriented to use the tools
  • Regular field visits conducted as planned and research and reports documented.

Programme implementations
  • On-job technical coaching to ECCD frontline staff and partners
  • ECCD project outlines reviewed and comments documented based on Plan Cambodia PPM requirements
  • Ensure annual plan and budget are effectively and smoothly executed on the ground by the ECCD Coordinators.

Grants funding programme progress reporting and documentation

  • Grant funding reports captured all specific indicators and requirements by the donors
  • Grant funding evaluation and audit prepared as planned
  • Develop project outline and regular update the progress of the project in the PPM system.

Networking, advocacy and institutional learning

  • Establish and maintain Plan Cambodia’s good representation in in-Country ECCD network & working group
  • Develop a coherent ECCD advocacy plan including its monitoring and evaluation and ensure the plans are well implemented
  • Established & maintained Plan Cambodia’s representation in regional ECCD network & working group.

Reporting & proposal Writing
  • Develop good quality of periodical programme reports that capture the achievements of the projects based on indicators in the project proposals
  • Draft project proposal to the line manager once it is called for.

Qualifications and Experience

  • Academic degree on education management or related field. Course attended on ECCD will be an advantage.
  • Good knowledge of the ministry’s ECCD and education policy, strategy, programme including national budget and present challenges in implementing the government ECCD programme
  • General knowledge of rural development in Cambodia
  • Knowledge about gender and child rights
  • Strong awareness on issues related to children under the age of 6 years.
  • At least 5-year experience at senior level in the participatory design, planning, implementation, monitoring and evaluation of ECCD and education programme
  • Experience in working with partner from civil society organisations.

Job Description
Role: Country Early Childhood Care Development Specialist (CECCD Specialist)
Grade:D
Purpose: To develop Plan Cambodia’s Integrated Early Childhood Care Development Program design, plan, implementation, monitoring and evaluation, and technical mentoring using best practices and organisational approaches including partnership with CSOs and the government that contribute to the country’s goal and objectives.

As an international child-centered development organization, the ECCD Specialist will commit to the wellbeing of children and to support the Convention of the Rights of the Child and will not tolerate child abuse.

What does the job holder plan?
• Design and development of ECCD projects (concept note and proposal) in line of CSP commitments and government of Cambodia’s ECCD policy framework.
• Monitoring, evaluation and reporting of ECCD related projects.
• Technical capacity building of the programme teams including partners for technical soundness of the ECCD projects
• Leading Plan Cambodia on ECCD related advocacy and networking aspects

What are the outputs and deliverables?
Planning, Monitoring and evaluations:

1. Annual and integrate planning, monitoring and Evaluation for the entire ECCD Program developed.
2. Integrated strategy of ECCD program with other Plan Cambodia programs developed.
3. Monitoring mechanisms, research design and tools based on donors requirements developed and all field related staff have been oriented to use the tools.

5. Regular updated program progress & the issues that occurred at the implementation level to line Manager in order to get support and solutions.
Program Implementations:
1. On the job technical coaching to ECCD frontline staff and Partners.
2. Qualified Partners for the implementations of the ECCD projects identified and expenditures occurred as schedules.
3. ECCD project outlines reviewed & comments documented based Plan Cambodia PPM requirements.
4. Conduct on-site job training to the ECCD Coordinators and Plan Cambodia program key staff.
5. Ensure annual plan and budget are effectively and smoothly executed on the ground by the ECCD Coordinators.
Grants funding program progress reporting & documentation:
1. Grant funding reporting captured all specifics indicators requirements by the donors.
2. Kept the line Manager regular updates the progresses & promptly seek for discussion, consultation the issues that may encounter/hinder the success of the program implementations.
3. Grant funding evaluation, audit prepared as planned.
4. Develop project outline and enter it in the PPM system and regular update the progress of the project in the PPM system.
Networking, Advocacy & Institutional Learning, Team Meeting:
1. Established & maintained Plan Cambodia’s good representation in in-Country ECCD network & working group.
2. Develop a coherent ECCD advocacy plan including its monitoring and evaluation and ensure the plans are being implemented
3. Established & maintained Plan Cambodia’s representation in Regional ECCD network & working group. Aligned Plan Cambodia ECCD Program with Global/Regional/Country ECCD principles, policies & guidelines.
4. ECCD Advocacy Agenda pursued and yielded visible result annually.
5. Established, facilitated institutional leaning among Program Support Team and PU Technical Teams on ECCD related good experiences and provoke discussion, lead & encourage integration of ECCD with other Plan Cambodia programs.
Reporting & Proposal Writing:
• Develop good quality of program monthly report capture the achievements of the projects based on indicators in the project proposals.
• Develop good quality semester and annual reports capture indicators indicated in the project proposals and respect the deadline indicated in GAD to the line Manager.
• Draft project proposal to the line Manager once it is call for.
Evaluation
• Develop Terms Of Reference ( TOR) for internal review and TOR for end of program/project evaluation to the line manager.
• Work with Cooperate Planning Monitoring & Evaluation Manager to recruit consultant.
• Review evaluation reports and related reports and endorse to line manager for approval
Child Protection Deliverable Output:
Mainstream child protection and participation into program design, implementation, monitoring and evaluation

Other tasks assigned by Program Support Manager are performed.
