Position: International Management and M&E Adviser -- NCHADS

The National Center for HIV/AIDS, Dermatology and STD (NCHADS) is responsible for oversight of the national HIV/STI program through implementation of the Health Sector Strategic Plan – HIV (HSSP-HIV 2016-2020). Implementation is achieved through solid leadership and an integrated framework that engages evidence-based Strategic Information (SI) to monitor the progress of the HIV/STI program. Because of the significant decline of external resources since 2015, NCHADS and partners are focusing on priority interventions, targeting locations and key populations having a high HIV burden, adopting effective innovations, addressing organisational factors, and improving the collection and application of Strategic Information (SI).

Job Description
NCHADS has received funding as a Sub-Implementer (SI) as part of The Global Fund to fight HIV/AIDS, TB and Malaria (GFATM) HIV grant for 2018-2020. The role of the Management and M&E Adviser position is to support NCHADS Management Team; coordinate with the Ministry of Health Lead Implementer Team (MOH-LIT) in their supporting role for GFATM Office of the Principal Recipient, Ministry of Economy and Finance (PR-MEF); and to ensure alignment of national strategic plan and SOPs for the HIV/STI program (HSSP-HIV) and the strategic plans of the Ministry of Health (MOH) and the National AIDS Authority (NAA) and partner agencies within the MOH such as the National Center for Tuberculosis and Leprosy (CENAT); Department of Drugs and Food (DDF); Central Medicines Stores (CMS); Department of Planning and Health Information (DPHI), etc..
The Adviser will be based at the NCHADS office to support the NCHADS Director and Senior Management Team and help in the coordination of the implementation of decisions by relevant NCHADS Units to ensure successful management of grant activities supported by the GFATM.
The Adviser will work in close collaboration with various stakeholders within Cambodia – including the Country Coordination Committee (CCC) and its sub-committees, Sub-Implementers (SI) and Sub-sub Implementers (SSI) and the Local Fund Agent (LFA), WHO, USAID/PEPFAR, UNAIDS, etc. The Adviser is also expected to liaise directly with the Country Team at the GFATM Secretariat in Geneva, as is relevant and appropriate in the fulfillment of his/her duties

Key Responsibilities
1.Grant Management
2. Coordination of grant implementation by Sub-(Sub) Implementers and other partners
3. Development and implementation of Capacity Building measures
4. Technical Support to the NCHADS Planning and M&E Team and Sub-sub Implementers (SSI)
5. Supervision and liaison with other GFATM mechanisms

Contract duration:12months.

Qualifications and Experience
  • Masters (minimum) in epidemiology; public health; health management; or similar from a - recognized international institution
  • 10 years demonstrated experience in grant management / program management particularly for - government institutions
  • Highly experienced in working on GFATM projects particularly within a PR/SI-Office-
  • Highly experienced in M&E systems and the application of Strategic Information to inform policy - decisions
  • Highly experienced in large scale budget development and monitoring
  • Experienced in HIV programming
  • Experienced in working in South East Asia (Cambodia preferred)-
  • Experienced in Contract Management / Human Resource Management-
  • Experienced with project management particularly in relation to Key Populations (entertainment - workers; men who have sex with men; people who inject drugs; transgender community) Skills.
  • Excellent English language skills (written & spoken).
  • Excellent IT skills (MS suite: Word / Excel /Outlook)
