Finance Officer

As an important member of Karuna Battambang Organization, the Finance Officer is responsible for the implementation of the financial system at the provincial level.

The Finance Officer must be able to work autonomously as well as in close collaboration with other colleagues (Cambodian and foreigners). By complying with KBO vision, mission and policies, he/she will contribute to achieve its goals and objectives.

The Finance Officer will be reporting directly to the Operations Director and Executive Director.

The position is based in Kompong Chhnang with travels to other provinces when required.

Responsibilities
Overall responsibility
  • Implement the required accounting system, standard annual budget procedures and management procedures, including expenditures records, salary payroll, benefits records, etc.
  • Support the Program/Project Managers and Admin & Finance Officers in the financial management of the different programs in order to improve the efficiency of the accounting system and to ensure the accuracy, transparency and appropriate monitoring of all expenditures.
  • Work in co-responsibility with the KBO Administrator to establish an integrated financial and administrative system.
  • Assist the Operations Director and Executive Director in any other reasonable task as requested.
Financial management & control
  • Manage the entire accounting system in Quick Books.
  • Keep records of daily expenses in order to ensure an appropriate control over budget expenditures.
  • Monitor accuracy of figures and expenditures of advance a/c and petty cash system in connection with KBO activities, including costs control.
  • Keep clear and transparent records of all financial operations, including banking procedures.
  • Prepare monthly payroll and tax on salary for staff and make sure it is correctly recorded.
  • Ensure an appropriate financial control, through a systematic expenditures monitoring, respecting the budget provisions and all KBO accounting standards and procedures.
  • Provide monthly reports of expenditures against budget for the Operations Director, Executive Director and Project Managers.
Financial reports
  • Prepare monthly, semester and yearly reports and documents for financial assessment (internal and/or external audit).
  • Consolidate financial reports and monitor expenses vs. approved project budget highlighting variances, expense justification and resource allocation.
  • In collaboration with the Project Managers, ensure the production of timely and quality financial reports for the donors and the government.
Human Resources Management
  • Support and supervise directly the Admin & Finance Officers in the implementation of their activities.
  • Ensure an on-going training for all the staff under his/her responsibility. In collaboration with the Operations Director, prepare planning of capacity building for local staff, and monitor and report its impacts on the staff work.
  • Ensure the implementation and respect of Human Resources management practices established by KBO.
Program Development
  • Assist the Operations Director in preparing budgets required for funding proposals and in collecting information and documentation needed.
External relations
  • Establish and maintain effective network and partnership with government officials, international and national NGOs, banks, tax agents, external auditors and suppliers.
  • Represent KBO with the key departments of the Ministry of Finance and the Provincial Offices, as well as with the financial departments of KBO Donors and Partners.
Requirements
  1. Cambodian National
  2. Bachelor’s degree in accounting / Finance / Business Administration
  3. A minimum of 3 years of experience in similar position
  4. Demonstrated computer skills with proficiency in QuickBooks is required
  5. Previous work in NGO is considered an asset
  6. Master’s degree in finance is considered a strong asset
  7. Excellent organizational and time management skills required to meet deadlines
  8. Demonstrated experience in preparation of financial reports with knowledge of Government and Donors requirement as well as auditing procedures
  9. Good communication skills with proficiency in spoken & written English
  10. Patience, tolerance, flexibility and commitment to working with disadvantaged people in remote areas
  11. Honest team worker with strong ethical values, sense of responsibility and demonstrated accountability

Salary and Benefits
  • $US 250 to 400 per month according to experience and qualifications
  • Benefits: Khmer New Year and Pchum Ben Bonus, Provident Fund, Health Fund, Health Insurance (accident and hospital), motorcycle use
Contract Period
  • Full time contract until the 31st of December 2018 with 3-month probation period - Renewable
  • Starting date – June-July 2018
