Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap.  We are looking for qualified candidates for the positions below.

Deputy General Director (communication and quality assurance)
This position is fixed-term contract, based in Phnom Penh

S/he will be accountable for overall management of change management and internal and external communication in PSE Cambodia to improve organizational good governance and raising profile/reputation of PSE. This position play strategic role in assisting General Director to achievement change management objectives.

Main Responsibilities:
1.    Support PSE change management and quality assurance process
  • Improve cross department communication and put in place structures and procedures that foster stronger team building based on result based approaches and supported with logical framework system and structures. 
  • Lead the process of creating PSE’s annual Improvement Plan, articulating priorities for change, improvement, innovation and transformation
  • Lead the development and implementation of cross department joint indicators to assure cross department ownership, responsibility and accountability.
  • Monitor the implementation of action plans arising from the review of programs and services.
  • Encourage a culture that promotes innovation and transformational change and improve capacity to do so by improving skills and knowledge and good Governance best practices.
  • Act as Technical secretariat and driver of advisory committee mandated to improve efficiency, productivity as well as good Governance

2. Assist General Director to support Communication Team (immediate to mid term)
  • Coordination with the PSE Bureau in France, develop and implement communication strategies, policy and guideline for PSE to assure the professional visibility and the reputation of PSE in Cambodia.
  • Ensure QA with media and prepare speech and press release in compliance to PSE’s policy.
  • Develop and maintain a strong and professional image of PSE Cambodia among relevant donors.
  • Formulate/develop effective partnership and marketing strategies to promote PSE’s profile that provide opportunities for fundraising activities/events, and products of PSE as well as to build reputation and trust of PSE toward its partners.
  • Represent PSE Cambodia in dealing with donors and sponsors and manage the CRM.
  • Coordinate with the Bureau in France to provide the adequate reports to donors and sponsors regarding PSE’s Programmes
  • Performance other tasks as required by PSE and by the direct supervisor

Problem Solving and Decision Making:
This position requires a high level of collaboration and communication and facilitation with other directors in PSE. Also, s/he shall have strong negotiation, influential and representative competencies. Thinking is concerned with interpretation and tactical application of PSE’S policies and procedures.

Communications & Relationship:
  • Internal Relationship: Daily communication with all directors and managers in PSE. PSE bureau in France
  • External Relationship: Companies, NGOs,  major donors, and other

Knowledge, Skills and Attitudes:
  1. Minimum 10 years experience in leadership and people management, in a corporate or public organisation, or an NGO.  
  2. Masters Degree.
  3. Proven record of successful strategic planning, program management, team building, financial management
  4. Experience in risk analysis and quality assurance
  5. Proven high level of English. French is highly desirable, and Khmer would be a plus. Capacity to attend and present at international meetings.
  6. Excellent problem solving, analytical and managerial skills
  7. Strong interpersonal, communication and negotiating skills, leadership and authority
  8. Planning, organisation, time management and ability to handle a complex workload are critical
  9. Commitment to PSE’s vision and core values
  10. Proven ability to work with people of different cultures
  11. Ability to use digital as a means of improving both management and learning effectiveness
