Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap.  We are looking for qualified candidates for the positions below.

Purpose of the Job:  
This position is accountable for:
  1. Ensure quality of implementation for internship program
  2. Leading and coordinating for quality of academic planning, workforce planning, budgeting and student recruitment projection
  3. Ensuring quality of reporting, Dashboards and financial accountability for PSE Institute central and schools
  4. Develop, manage and implement special projects and partnership
  5. Ensure team builing, leadership development and student discipline
Dimension/Scope of job:
This position will involve in annual academic/strategy planning, budgte planning and management, managing complexity of program and team, high level of coordination for both internal and external, analyzing and initiating new training skills to meet market demand

Main Responsibilities:
1. Ensuring  quality of implementation for internship program
  • Coordinate and ensure effecient internship policy, procedure and other agreement in order to support implementation of internship program
  • Provide a strong support and direction to ensure quality management and implementation of internship program
  • Ensure all documments of students pertaining with inetrnship requirements are completed with high quality
  • Ensure a well coordination of students placement in companies between Schools and Internship Coordinator
  • Proactively communicate and maintain relationship with companies and other external stakeholders to seek for internship and job opportunities for students
2. Leading and coordinating for quality of academic planning, workforce planning, budgeting, and student recruitment projection
  • Coordinate, develop and monitor the global annual academic planning for PSE Institute
  • If neceesary, involve in development of long term strategy plan and busness plan of PSE-I
  • Provide support and coordination to ensure all schools and departments/units under PSE-I complete their FWP, annual planning and budget plan with timely and quality
  • Coordinate with GE/CR, EE and Social Department to make a student recruitment Projection ahead
  • Coordinate the Student Orientation Program and the Student Enrolment & Registration procedures, with Social & General Education Departments
  • Supervise the allocation of academic facilities and all related logistics issues
  • Report and update the progress of student recruitment and find solutions to ensure the recruitment is meeting to the target plan
  • Support team to ensure that examinations are smoothly organized.
3. Ensuring quality of reporting, Dashboards and financial accountability for PSE Institute central and schools
  • Design and launch a survey, regrouping all Schools, to assess companies’ satisfaction
  • Support Budget monitoring of all schools under PSE-I and ensure variance explanation for all financial reports are timely completed and sent to Finance Department
  • Coordinate with all school Dean/Managers to ensure Budget expense and resources/materials are well managed in line with PSE compliance and policy
  • Follow-up the Yearly Department Objectives and report to PSE-I Director
  • Validate all communications sent to PSE Management, PSE Communication & Fundraising and to PSE Board
  • Coordinate and consolidate the Schools’ semester reports and PSE-I Dashboard
  • Standardize and coordinate all surveys between Schools related to Graduates and Alumni
  • Ensure proper implementation of Quality Assurance Policies in each School and monitor the results
4. Develop, manage and implement special projects and partnership
  • Lead or/and participate in designign and implementing the special projects that contributes to quality of school operations and Green garden/environment projects etc
  • As assigned, seek for development of partnership on implementation of TVET projects/activities
  • Support and monitor the implementation of projects to meet the requirements and standard of the suporters/sponsors/donors
  • Develop and maintain a healthy relationship and connections with Government Ministries, NGOs, institutes and revelant stakeholders
5. Ensure team builing, leadership development and student discipline
  • Manage staff performance management including setting clear objectives/expectations, coaching and annual appraisal
  • Provide a strong leadersip and role model to ensure team to promote professionalism and sufficient capability to perform the role
  • Prepare and follow-up the staffing requirements for the whole department, with systematic search of efficiency
  • Act as Secretary during the Schools Management Committee meetings and lead them in case of absence of the Director
  • Ensure that all members under direct supervision have yearly objectives, monitor their performance and provide them with feedback
  • Promote and encourage PSE culture and values and support and monitor actions to promote the strengthening of the organizational culture
  • Control absences and discipline of students and teachers; meet with Schools to find solutions
  • Conduct regular meetings with all Student Affairs Officers to ensure that all Schools share the same practices
  • Ensure that all Code of Conducts and Discipline rules are standardized between Schools and respected by everybody - Students, Teachers, Administration Staff
  • Perform other duties as assigned by Director
Problem Solving and Decision Making:
This position will have financial authority (based on level of Authority given), solving any staff issues and operation of the schools, recommend to diversify vocational skills to meet the market demand.

Communications & Relationship:
  • Internal relationship: Social Department Deputy/Directors/Managers, GE Department Director, EE Manager, Finance Department Director, HR Department Director, Admin/Procurement Department Director/Officer, All Dean/Managers of Schools under PSE-I, Communication Department Director/Officers
  • External Relationship: Companies, NGO partners, MoLVT, MoT, major donors, and other institiues or universities
Knowledge, Skills and Attitudes:
  1. Master Degree of Business Administration (MBA)
  2. Minimum 8 years experience in senior role of leadership, management, and managing team
  3. A proven record of successful strategic planning, program manageemnt, team building, financial management
  4. Experience in an academic environment is an advantage
  5. Proven high level of English. Capacity to attend international meetings and presentations
  6. Excellent problem solving, analytical and managerial skills 
  7. Strong interpersonal, communication and negotiating skills, leadership and authority
  8. Planning, organization, time management and ability to handle a complex workload are critical
  9. Be commited in PSE’s vision and core values
