Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap. We are looking for qualified candidates for the positions below.

Job holder reports to: General Director
Roles reporting to job holder: Communication Specialist, Business Development Specialist and Officers
Description/purpose: S/he will responsable to communicate and promote PSE’s programms and its achievements to ensure our profile are raised both internal and external audiances. Also, s/he will support fundraising Works for PSE Cambodia in close coordination with the PSE Bureau in France.
Dimension/Scope of job: This position will manage a total of annual department budget about 70K and grant portfolio of 500K for PSE Cambodia. S/he has approval authority up to 1,000 USD. Also, s/he will be ones of the member of management team of PSE Cambodia.
Main Responsibilities:
- Develop and implement communication strategies, policy and guideline for PSE to ensure the reputation of PSE is promoted widely to the internal and external audiences to maximize visibility and image of PSE.
- Ensure and provide QA for contents development for all information, education and communication materials, including annual review, newsletter, speech, press release, website, social media, etc.) ensuring quality, compliance to PSE’s policy and delivering in a timely manner
- Participate with and/or assist programme teams and other departments in events or campaing with information, education and communication materials and media liaison in order to promote PSE’s profile and align with communication and media policy and guideline
- Manage direct reports,department’s budget to ensure that direct report’s work performance and behavior at least meets the expectations, that the department is able to manage WFP and budget as planned
- Deliver editing, translating and cross-checking services for all key and confidential documents in order to meet the standard required by the organisation
- Coordinate and host all donors, media, and celebrity visits to PSE Cambodia to ensure smooth coordination and get positive feedback from visitors
- Develop and maintain a strong and professional image of PSE Cambodia among relevant donors.
- Formulate/develop effective partnership and marketing strategies to promote PSE’s profile that provide opportunities for fundraising activities/events, and products of PSE as well as to build reputation and trust of PSE toward its partners.
- Represent PSE Cambodia in dealing with donors and sponsors and manage the CRM.
- Produce regular reports for PSE director and giving updates on service level provided.
- Coordinate with the head office in France to provide the adequate reports to donors and sponsors regarding PSE’s Programmes
- Performance other tasks as required by direct manager
Problem Solving:
The position requires constant initiative and innovation to explore new ways and methods in communicating works and best practices and children issues to the larger audience and at the same time review and analyse risks associated with all communication materials. This position participates in making decision for the country programmes in term of strategic plan, policy and procedures and dealing problems
Communications:
This position will communicate to both internal and external clients to do his/her job.
Internally: the position will manage the communication tasks in Communication Department and coordinate with all directors on at least weekly basis and other staff in PSE to ensure all staff got updated with current situation of PSE Cambodia.
Externally: S/he will communicate to donors, campanies, and Office in France.
Knowledge, Skills and Attitudes:
Education:
- Master degree in public relation/media or related field like Communications, Journalism, Media relations or relevant field
- Knowledge of PR, media, information and communications and how it relates to development issues
- Knowledge related to printing, media relations, audio/video production, website, IEC materials
- Knowledge about development in general and understanding of children’s rights in particular
- Ability to manage people effectively
- Excellent written and spoken English and French is advantage
- Outstanding communications skills
- Ability to work under pressure and keeping many balls up in the air
- Minimum 5 years experience in communications, media relations, journalism or marketing
- Experience of working in a multi-cultural environment
- Open to changes and a willingness to work in a changing environment
- Passionate about development
