Save the Children is seeking a high quality motivated candidate to fill the position of Site Engineer (Program Officer) to support construction for the Early Childhood Care and Development for Floating Villages project based in Pursat province.

The Purpose of the Role
The purpose of this position is to oversee and manage the day-to-day operations of the construction sites through regular site inspections. The post holder will monitor compliance and non-compliance to technical design drawings, specifications, materials selected and used, as well as ensuring the work environment for laborers at construction sites is safe and free from hazards. In addition, the post holder will, on a daily basis, report the progress, compliance or non-compliance, and any delay in work to Construction and Engineering Coordinator and Manager.

Qualifications and Experience
Essential
  • At least Bachelor's Degree in Engineering, Civil Engineering, or any relevant field;
    Minimum 4 years’ experience in on-site supervision, project management and construction administration;
    Experience in concrete, wooden, and steel construction and retrofitting;
    Experience in assessment, planning, implementation and developing bill of quantities and specifications;
    Strong interpersonal and communication skills;
    Excellent computer skills, Microsoft Office, Auto CAD, Auto Desk 3Dmax, Photoshop;
    Ability and willingness to travel to and stay in the field;
    Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches;
    Fluency in written and spoken English;
    Fluency in Khmer will be an important advantage.
Desirable
  1. Experience in designing and overseeing construction of both on-shore and floating concrete, wooden and steel construction/ structures;
  2. Flexible in working hours and able to work under pressure;
  3. Experience in working for NGOs.

Position Title: ENGINEER/Site Engineer (Officer)

Pursat (with regular travel to field – at least 80% of time)
GRADE: 4 (Competitive Package)

POST TYPE: Full-time
Child Safeguarding:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

KEY AREAS OF ACCOUNTABILITY:

Monitoring, Checking, and Testing
  • Interact with Provincial Engineering Consultant for clarification in design drawings and specifications;
  • Check plans, drawings and quantities for accuracy of calculations;
  • Work with team members to agree a price for materials, and make cost-effective solutions and proposals for the intended project;
  • Provide orientation on construction project activities and basic technical monitoring of construction to local community representatives, such as school support committee, teachers, children, and local community leaders;
  • Monitor day-to-day site work of all construction and renovation projects in designated areas;
  • Conduct regular job site inspections for compliance and non-compliance to technical design drawings and specifications, as well as work environment for safety and hazards and child protection at construction sites;
  • Oversee the selection and requisition of materials and plant at construction site, ensuring that all materials used and work performed are as per specifications;
  • Follow up Contractor and/or contractor/sub-contractor to ensure that work is being carried out as per design drawings, specifications & meeting planned dates in schedule;
  • Test and report the quantity and quality of buildings, facilities, and materials supported in projects;
  • Provide prompt technical support and feedbacks to contractor or sub-contractor and construction workers;
Communication:
  • Ensure that Communication regarding any changes in plan have reached the engineers/Contractors and/or Sub-Contractor’s Representatives;
  • Work with Programme Team to engage local schools and community in monitoring construction and renovation activities;
  • Work with Programme Team to engage local schools and community in mobilizing community resources, and building community ownership to the supported buildings, facilities, and materials;
  •  Work with programme team to hand over the constructed/renovated buildings and facilities to community.    
Reporting
  • Daily report about progress, compliance and non-compliance, and delay in work to Provincial Engineering Consultant;
  • Write periodically technical reports from site work/projects about progress (both quality and quantity), compliance and non-compliance, and delay in work to Construction and Engineering Coordinator and Manager;
Integration, Harmonization and alignment
  • Promote integration and harmonization of other thematic programme aspects into construction project planning and implementation;
  • Promote alignment of Child participation, Child Right Programming, Theory of Change, gender, disability, ethnic minorities in construction projects;
  • Promote disaster risk reduction (DRR) and Climate Change Adaptation (CCA) into construction project development and implementation;
Occasional duty:
  • Willing to undertake any other relevant responsibilities entrusted by the Line Manager and Management Team, as and when requested.
