Save the Children is looking for a qualified and motivated candidate to fill in the position of Procurement Officer based in Phnom Penh.

The Purpose of the Role
The Procurement Officer is responsible for the implementation of the country office’s day to day procurement activities, making sure they are carried out diligently, in a transparent manner, in compliance with the country office procurement manual and with donor’s rules and regulations.

He/she is responsible to provide regular/daily capacity building and support to program managers, budget holders and implementing partners on matters related to procurement policies and best practices.

He/she is also responsible to make sure that all procurement activities are fully and accurately documented and the procurement reports to donors are submitted on time and in the form and template required by donors.

Qualifications and Experience
  • Bachelor Degree in Business Administration, Management or equivalent work experience
  • At least 5 years work experience in purchasing/procurement role
  • Good knowledge of procurement guidelines of donor agencies such as Global Fund, World Bank, USAID etc.
  • Fluency in English and Khmer language
  • Ability to work under pressure and minimum supervision
  • Trustworthy, commitment and teamwork
  • Creative, honest and responsible
  • Flexible and adaptable with different circumstances
  • Excellent communication, facilitation and interpersonal skills

Position Title: Procurement Officer

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE:
The Procurement Officer is responsible for the implementation of the country office’s day to day procurement activities, making sure they are carried out diligently, in a transparent manner, in compliance with the country office procurement manual and with donor’s rules and regulations.
He/she is responsible to provide regular/daily capacity building and support to program managers, budget holders and implementing partners on matters related to procurement policies and best practices.
He/she is also responsible to make sure that all procurement activities are fully and accurately documented and the procurement reports to donors are submitted on time and in the form and template required by donors.

SCOPE OF ROLE:
Reports to: Procurement and Logistics Manager

KEY AREAS OF ACCOUNTABILITY:
Planning and implementation
  • Responsible for the overall coordination and execution of the country office procurement activities. This includes the coordination and consolidation of the overall annual procurement plan, updating it when new grants are approved.
  • Ensures all procurement activities are implemented in a transparent manner and in compliance with the procurement policy of SCI and donors and all supporting documents are systematically maintained
  • Work very closely with Budget Holders to ensure accurate specifications and budget information is provided in the Procurement Request Form
  • Produce progress reports on the procurement activities in accordance with the requirements of SCI and donors
  • Receive all requisitions for programs, delegate or/and process the paperwork and review the same prior to submitting it for the final authorization and ensure approval by authorized signatory.
  • Consult with requestor on specifications, advise on best processes and initiate purchase procedures.
  • Initiate canvass for supplies and services getting documented quotations/tender bids according to procurement policy
  • Suggest procurement committee in agreement with the Logs & Admin Manager for the Tenders high-value procurements to ensure required technical support and compliance.
  • Provide support role for the functioning of the procurement committee.  Ensure due process is followed and fair/transparent purchasing decisions are made.
  • Responsible for ensuring any documentation for the international procurement (import & export is complete and in compliance with SC policy).
  • Establish mechanisms to monitor compliance with the policies and procedures.
  • In consultation with the line manager, the BHs and technical units (IT, construction, etc.), ensures award criteria are correctly developed and appropriately used in the bid evaluation
  • Develop and maintain a Price List Database and share it on a monthly basis to all relevant staff, especially the proposal development teams to support the accurate costing of all new proposal budgets
  • Ensure that Save the Children  minimum standards of procurement procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required
Policies and procedures
  • Supports Procurement Coordinator in updating the country office procurement manual as appropriate
  • Following a competitive bidding process or market surveys, supports the Procurement Coordinator in regularly updating the approved supplier lists and framework agreements updated
Training and technical support
  • Supports Procurement Coordinator in development of and delivery of procurement trainings/workshops to program managers, budget holders, implementing partners
  • Supports Procurement Coordinator in development of and delivery of training sessions for all relevant staff and partners on fraud, dishonesty and anti-bribery/corruption policies and support in the implementation of country specific fraud, dishonesty and corruption plan
General:
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
