Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. Good Neighbors Cambodia is implementing long term integrated projects, more than 10 years, focusing on sponsorship, education, health, water & sanitation, income generation & partnership building in some provinces of Cambodia; and we are expanding more projects to other provinces to meet our rapid growth. We are seeking more qualified candidates to join our dynamic team for the following position:

Consultant for Design, Monitoring and Evaluation Framework/System Development (1 position based in Head Office, Phnom Penh)

Specific objectives
The specific objectives of the task are as follows:
  • Review and develop DME principle, system and framework including project/program design document, tool and process and log-frame model
  • Develop baseline tool and process reflecting from log-frame set.
  • Develop Monitoring and Evaluation tools, process and template for program and sectors
  • Identifying key project indicators, including institutional performance indicators at national and community based at specific periodic monitoring time frame such as monthly, quarterly, semester and annually to support project to monitor the performance against GNC strategy.

Scope of work
  • The consultant will be expected to carry out and deliver on the following responsibilities:
  • Comprehensive desk review of all relevant documents i.e. Project proposal, log frame, report and other related project documents as deemed important.
  • Consultation: The consultant/team will interact with both staff and partners and others potential stakeholders on a sample basis. The team will hold discussion with the project members to look at what people and stakeholders at different levels require and what the non-negotiable are to ensure.
  • Participation: The team will have to fully engage the project stakeholders such as villagers, children, educators and local authorities who as our core constituencies play the most significant role in the development process and hence be consulted on what change is required by people through project interventions as well as to identify indicators to measure the changes.
  • Provide technical guidance in the adoption and application of the comprehensive DM&E system, tools, process and template.

Requirement
Qualification and Experiences
  • Relevant academic background (Master’s Degree preferred),
  • Significant professional background in DM&E with a minimum of 5 years’ experience in DM&E,
  • Extensive knowledge on Child Rights based development project/program with interdisciplinary approaches, and
  • Previous experience in conducting similar works for international NGOs will be preferred.
Knowledge and skills
  • Excellent analytical, interpersonal, communication and reporting skills.
  • Excellent technical knowledge on community development performance management.
  • Should be competent to examine child’s rights and interdisciplinary issues.
  • Mastery of written and spoken English.

Term of Reference
Consultant for Design, Monitoring and Evaluation Framework/System Development

1. Background
Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 10 Community Development Programs in 5 provinces of Cambodia; and we are expanding more programs to other provinces to meet our rapid growth. GNC is now working with key sustainability partners and relevant department of government and NGOs to impact the vulnerable people, especially children.

In order to ensure the effectiveness and efficiency, GNC is seeking consultant to develop DM&E frameworks, and process to practice comprehensive program cycle management. This position opens to all quality expat and local staff.

2. Purpose of the consultancy
The main purpose of this consultancy is to establish standard DME framework/system, tools, process and template that ensure program quality management responds to management/decision making, evidence, accountability and learnings.

Who is it for and how will they use the results?
DM&E framework is aim to guide the principle and process of project/program design, log-frame, baseline, monitoring, reporting and evaluation Including how to develop M&E system and Program sector monitoring tool.

The M&E system is primarily served for the community development project using child rights development approach through caregiver livelihood building’s project quality and educational support and to use this system to track the project works consistently and systematically, for both accountability and learning purposes. It aims to provide evidence of the value of our efforts and investment while also getting feedback to improve work and adjust it according to changes where necessary. This system also helps to gather information cost effectively and systematically to meet the needs of different stakeholders (donors, board, and management), avoiding duplicate parallel systems with GNC. It also aimed at all project indicators in the log frame in order for them to use the M&E findings, learning on which strategies and approaches are more or less effective in different contexts and circumstances leading to ongoing improvement of project quality and setting the future directions.

5. Expected Deliverables
  • Standard design for project/program document, tool and process produced.
  • Standard log-frame and indicators developed.
  • Standard baseline survey, tool and process established.
  • Standard tools, process and template for monitoring, reporting and evaluation established.
6. Outline of the Technical Proposal
  • It is mandatory that the proposal should maintain the following format:
  • Title of the study
  • Understanding of the Task
  • Technical aspect of the proposal
  • Methodology (state detail about the sampling, data)
  • Collection systems, techniques / methods
  • Operational plan
  • Consultant / proposed team with names and curriculum vitae
  • Submitted by: (with contact details)
  • Detailed CV’s of the team members should be included in the annexure of the technical proposal. It is desirable that the proposal should contain the above-mentioned sections only.
7. Time frame
The consultancy is expected to finish within 3 months or it is to be decided based on discussion between both parties. It is also expected that the consultant should be allocated enough time
for field consultation in the operational plan. GNC staffs will join her/him on the field days specified by the consultant.

8. Consultant Requirements

9. Supervision

10. Confidentiality
All the outputs e.g. system, framework, management information system etc. produced by this assignment will be treated as the GNC’s property. Therefore, the above-mentioned outputs or any part of it cannot be sold, used or reproduced in any manner by the assigned consultant/team without prior permission from GNC.
