Provincial Program Manager -- Lifewater International

Position:         Provincial Program Manager
Reports to:     Country Director
Location:        Based in Banlung, Ratanakiri Province

Note: This position is open to qualified Cambodian national candidates.

Result Statement:     I am responsible for producing the following result:

That children, families and communities in Ratanakiri experience an improved quality of life that is marked by a sustained safe water access and freedom from diarrhoeal diseases. I will achieve this by providing proactive, thoughtful, and accountable leadership and management of program teams, technicians and local stakeholders involved in the designing, management, monitoring and evaluation of Lifewater’s (LI) Vision of a Healthy Village (VHV) program strategy in the area of operation under my leadership. I will model the Lifewater Way and staff standards, ensuring that the staff under my care is growing spiritually and professionally and demonstrating Christ’s love to the communities we serve.

Strategic Work Responsibilities:
  1. Recruit, train, deploy, and evaluate qualified staff necessary for effective program delivery in the district(s) of assignment.
  2. Launch the ‘The Lifewater Way’ principles and approaches among field office and program staff as well as among provincial-level partner organizations.
  3. Develop and maintain detailed monthly and quarterly work plans based on the project log frame and activity schedule, including output deliverables.
  4. Develop quarterly budget forecasting and requests, including line item detail, in keeping with overall project budget.
  5. Develop monthly work plans for current quarter that contain the sequencing of detailed activities. This will be reviewed and approved by the CD/RD prior to being funded by HQ.
  6. Liaise with the LI Cambodia Country Director to develop, document, and implement all internal processes for program implementation, monitoring, and evaluation in the target region.
  7. Work closely with the LI Cambodia Country Director to provide field management support to the program teams and stakeholders in the province/district of assignment.
  8. Coach staff to achieve requirements for program management and program delivery.
  9. Ensure that all the program activities contribute to the organization’s mission, vision, and core values.
  10. Capture, document, and share lessons learnt in holistic WASH development and integrate into ongoing programs.
Tactical Work Responsibilities:
  1. Manage the timely preparation of monthly, quarterly, and annual program plans as well as the related implementation and required progress reports.
  2. Plan for and execute reflection and learning events for ongoing improvements in program delivery.
  3. In conjunction with Program Quality Team at HQ, RD/CD, coordinate the implementation of baseline surveys, utilization of LI M&E system, and evaluations of the program efficacy.
  4. Implement real-time digital M&E system and ensure appropriate program and district-level utilization of M&E information.
  5. Play the local public relations role representing LI to district and provincial audiences and to ensure holistic implementation and integration with all programs in the district(s) of assignment.
  6. Monitor and manage all LI resources at provincial level including program budgets and expenditures and ensure timely accountability that is in line with LI standards, policies, procedures, and guidelines.
  7. Ensure that all audit findings and recommendations on any programs or units in the Field Office area of operation are followed in a thorough and timely manner in accordance with Lifewater audit policies.
  8. Ensure staff complies with financial policies and other code of conduct policies.
  9. Carry out any other tasks assigned by the Country Director from time to time.
  10. In conjunction with CD/RD, develop and implement discipleship plan for the region within six months of program commencement.
 Position Standards:
  1. Prepare and participate in bi-weekly program status reviews with CD/RD and HQ staff.
  2. Spend an average of 2 nights/month staying in a targeted village to build relationships and monitor program quality.
  3. Lead the Provincial Program team with passion, conviction, and in an organized, data-driven and outcomes oriented manner.
  4. Provide overall leadership for all area development programs in accordance with relevant Lifewater strategies and policies to achieve its goal with good quality.
  5. Effectively present and model LI philosophy, vision, mission, values and identity through good relationships and networks with internal and external stakeholders including staff, community groups, local leaders, government departments, and other NGOs.
  6. Disciple the Lifewater Way with direct reports and other technical staff to ensure that they are discipling the field staff whom they directly oversee.
  7. Conduct bi-weekly joint team reviews and planning with program staff to enhance performance.
  8. Conduct weekly 60 minute meetings with each direct report to ensure that week planning and priorities are optimal.
  9. Facilitate weekly written reports with appropriate staff personnel.
 Organization Standards:
  1. All work will be performed in accordance with all government laws, regulations, ordinances, and court rulings in those jurisdictions in which the company operates.
  2. All routine work will be documented in an operations manual. The information included in the operations manual is proprietary.
  3. All work will be performed according to company policies and standards inherent in all position contracts, system action plans, employee manuals, ongoing policy memoranda, and facilities and dress codes.
  4. Client and company information will be held as strictly confidential outside the company.
  5. All telephone calls and emails, both internal and external, will be returned within one business day and within two hours whenever possible.
  6. The Supervisor will be notified of any issues to be resolved or deadlines that cannot be met by reporting position, prior to the due date, via email.
  7. Problems with any system must be brought to the attention of the supervisor in an email so the system can be improved, within the structure of the operations manual.
  8. All Policy memoranda indicating changes in policy and/or procedure will be stored in each employee’s operations manual, until the time an updated procedure is provided.
  9. Employees will provide staff assistance as requested; each employee may be asked from time to time to cover other areas of accountability and/or departments.
  10. All business communications, whether verbal, visual, or written, whether for internal or external use, will be professional in tone and content and according to any applicable and existing company policies and standards.
  11. Employees will respect each other’s time, space, and need for concentration. Socializing and interruptions must not impede workflow.
  12. Employees will have weekly, regularly-scheduled meetings with their manager.
  13. Employees are encouraged to recommend ideas for the improvement of their department and position that are consistent with the company’s Strategic Objective.
Knowledge, Skills and Abilities:
  • Must have a university degree in development studies, development and management, or related field.
  • Must have at least 5 years’ experience in community development preferably in the field of water engineering, sanitation and hygiene or public health. Knowledge of natural spring protection is desired, but not required.
  • More than three years’ experience in organizational senior role in staff management, program/project management, technical evaluations and complex program management.
  • Must have good analytical and problem solving skills.
  • Excellent command of the English language, both written and spoken.
  • Knowledge of financial and human resource management.
  • Must be able to communicate effectively and respectfully in a cross-cultural environment, including with ethnic minority groups.
  • An ability to work both independently and in a team environment.
  • Excellent interpersonal and communication skills.
  • Flexibility and multi-tasking skills.
  • Proficiency in written and spoken Khmer. Knowledge of tribal languages spoken in the program area is desired, but not required.
  • Ability to uphold agency’s Christian values.
  • Discreet and respectful of confidentiality.
  • Zero tolerance of corruption (all forms of interest conflicts, bribes, fraud, all kinds of corruptions, etc. are not acceptable).
