Civil society organisations in development in Cambodia

CIVIL SOCIETY ORGANISATIONS AND LOCAL AUTHORITIES (CSOS/LAS)
A new framework has strengthened the European Union (EU) commitment towards civil society organisations (CSOs) in recent years. The communication on "The roots of democracy and sustainable development: Europe's engagement with Civil Society in external relations", issued in September 2012, provides policy orientations proposing a more strategic EU engagement with CSOs in partner countries, with a particular focus on supporting local civil society in the promotion of a conducive environment for the participation of CSO in domestic policies and in the EU programming cycle.

The thematic programme “Civil Society Organisations and Local Authorities 2014-2020”, adopted in 2014,   aims at contributing to the implementation of these policy provisions. Framed by the overarching goals of the Regulation (EU) No 233/2014 of the European Parliament and of the Council establishing a financing instrument for development cooperation (DCI) for the period 2014-2020, the objective of EU assistance under this programme is to strengthen civil society organisations and local authorities in EU partner countries.

At partner country level, the overarching objective of the 2014-2020 civil society support of the programme is to enhance CSOs contributions to governance and development programmes as actors in governance and accountability, partners in promoting social development and stakeholders in promoting inclusive and sustainable growth.

This objective is in line with the Roadmap for Engaging with Civil Society and the Gender Action Plan set by the European Union and its European partners for Cambodia.

The priorities of the European Civil Society Roadmap 2014-2018 focus on promoting a gender and human rights-based approach and an enabling environment for civil society to operate in Cambodia, on supporting civil society efforts to enhance their internal governance, transparency and accountability and on strengthening dialogue between civil society, government and development partners.

In view of an integrated approach between different EU strategies and tools, the European Gender Action Plan 2016-2020 synergizes the priorities set by the Civil Society Roadmap and aims at allocating sufficient resources to deliver on the European gender policy commitments, strengthening partnerships between European partners and civil society stakeholders to build national capacity for gender equality.

The plan has as key priorities ending violence against women, contributing to the economic social empowerment of girls and women and increasing their participation in the social economic political and civil life of the country.

The overarching objective of this program,  is the enhancement of civil society organisations’ participation in Cambodia’s public policies and programmes as a pre-condition for a more equitable, open and democratic society.  

The global objective of this call for proposals is: to support CSOs contribution to the achievement of national development goals in Cambodia. 

The specific objective(s) of this call for proposals is/are:  
- Lot 1: To improve gender equality and the lives of girls and women through advocacy and outreach
- Lot 2: To enhance the capacities of the most marginalised and vulnerable groups in participate in national policy dialogue and in claiming their rights to access and manage natural resources.

Size of grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
Lot 1:
  • minimum amount: EUR 500,000
  • maximum amount: EUR 1,500,000

Lot 2:
  • minimum amount: EUR 500,000
  • maximum amount: EUR 2,250,000
