The Financial Institutions Group (FIG) is one of three major industry groups at IFC, responsible for managing roughly 40% of IFC’s overall business in terms of volume and capital at risk. FIG engages in a wide range of sub-sectors including Microfinance, SME, Gender, Climate, Insurance, Capital Markets, Housing, Distressed Assets, and other areas, with both investment and advisory services delivered globally to IFC’s clients through IFC’s global network.

The Mobilization and Innovation group within the Financial Institutions Group focuses on Insurance, Capital Markets and the Distressed Asset Recovery Program (DARP). DARP has a successful track record of transactions and IFC is looking to expand its investment activities in this line of business.

As a result, IFC is looking to identify an individual who will work in the FIG DARP team to scale up the DARP business in Asia as well as manage the existing DARP portfolio. The individual will work with the FIG DARP team together with FIG regional staff on identifying and then implementing distressed assets transactions in Asia. The individual will act as Team Leader for some of the larger DARP transactions in the region. In addition, the individual will also be responsible for managing and maintaining the relationship with the existing DARP partners in Asia, and will work closely with FIG regional team in the supervision and monitoring of the performance of the existing DARP platforms in Asia.

The position will report to the Head of DARP, within the Financial Institutions Group Mobilization and Innovation unit (CFGMI), and will be based in Asia.



Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

Duties and Accountabilities:
Specific responsibilities include, but are not limited to:

• Develop, implement and lead DARP master servicing framework (including both pricing and performance monitoring), as well as coordination with existing network of servicers and partners;

• Help develop a strong pipeline of good quality investment opportunities through anticipating market trends and employing sector/country knowledge;

• Evaluate, structure, negotiate, and close new transactions;

• Lead execution; use strong negotiation skills to develop solutions and overcome impasses in straightforward and complex transactions;

• Manage the relationship with existing DARP clients as well as work closely with portfolio staff in monitoring the performance of the existing DARP platforms in Asia;

• Collaborate in developing sector and/or regional strategies and support related promotion work, including marketing, fund-raising and communications;

• Lead project teams, mentor, develop junior staff, build talent and grow skill base of staff;;

• Assist in other project or strategy related activities as the need may arise.

Selection Criteria:
• Master’s degree in finance, economics or other related areas; accreditation as a CFA or CPA is considered a plus.

• Minimum 10-12 years of experience in housing finance, with evidence of growing expertise in banking, financial institutions and finance related disciplines.

• Strong financial and credit skills; demonstrated ability to structure a variety of complex financial instruments (debt and equity).

• Ability to interact directly and independently with the senior management of potential clients, of financial and technical partners as well as senior government officials.

• Good management skills with proven track record of success in developing client relationships and execution of client engagements.

• Strong track record of negotiating both plain vanilla and more complex transactions;

• Experience in distressed asset acquisition, management, and resolution, either as investor or servicer/manager.

• Knowledge and Experience in International Economic Development Arena and commitment to sustainable development.

• Excellent business judgment and strong analytical and problem solving skills to identify issues and present creative, practical solutions.

• Great team player, able to mentor and train more junior staff.

• Capacity to deal with conflicting priorities and deliver high quality work on schedule; facility to work successfully in multicultural teams and across boundaries.

• Excellent oral and written presentation skills in English are required; additional major language such as Spanish desirable.

• Willingness to travel.

The Senior Investment Officer will report to the Head of DARP, within the CFGMI group in the Financial Institutions Group.
