Training on Multilevel Water Governance

Water provision and governance of water systems are of a complex
nature, involving many different stakeholders at different levels and
shaped by the political and institutional context of a country. In many
countries, reforms for effective water management are hampered by an
unclear allocation of roles and responsibilities, territorial
fragmentation and limited capacity at the local level.
The Hague Academy for Local Governance organises together with the Dutch Water Governance Centre a two-week, practice oriented training course on water governance this autumn. In this course, leading international experts and practitioners provide you with a unique insight into international best practices and water governance tools. You will work actively to apply the five building blocks for sound water governance to your own context: a powerful administrative organisation, a legally embedded system, an adequate financing system and economic analyses of water services, a systematic planning approach and participation of stakeholders.
Next to discussing theoretical concepts and international cases, you will visit Dutch water projects on modern flood management, urban water management and waste water treatment. During these visits there will be a special focus on cooperation structures and financing mechanisms. You will have ample opportunity to ask questions and exchange experiences with the experts and other participants.

Learning objectives
This course will help you:
- gain state of the art knowledge on concepts and principles of integrated, multilevel water governance;
- identify instruments for increasing social and financial accountability of water management and water services;
- increase insight in the legal, political and institutional framework affecting water governance in your context;
- get acquainted with assessment tools and new approaches for dealing with the challenges of water governance;
- broaden your knowledge on international best practices in the field of multilevel water governance.
By participating in this course you will meet colleagues from other
parts of the world, exchange experiences with experts and visit many
examples of Dutch water management. You will link international best
practices and tools with your own working context and think about
practical solutions for the challenges you face in your home country.
After successful completion of the course you will receive a certificate of The Hague Academy for Local Governance.
This training course is interesting for
Policy makers and technical staff of organisations responsible for
water management at different levels, as well as programme managers and
advisors working for donor and development organisations.

Contributions to this course come amongst others from Ms. Aziza Akhmouch of the OECD Water Governance Initiative and representatives from UNESCO-IHE and the Dutch Water Authorities.

The Netherlands organisation for international cooperation in higher
education (NUFFIC) offers fellowships for training courses, as part of
the Netherlands Fellowship Programme (NFP) for short courses and the MENA Scholarship Programme (MSP). The
aim is to promote capacity building within organisations in eligible
countries (51 for NFP en 7 for MSP) via training and education for
professionals. This is initiated and fully funded by the Dutch Ministry
of Foreign Affairs from the budget for development cooperation.
