About IRRI
IRRI is a nonprofit independent research and training organization and is a member of the CGIAR Consortium. IRRI’s research is being done under the framework of the CGIAR Research Program on Rice, also known as the Global Rice Science Partnership (GRiSP), which the Institute leads.Job Purpose
Under the direction of the Deputy Director General for Communication and Partnerships, the Head of Partnerships Office (PO) ensures strong, research-friendly relationships between IRRI and: (a) host governments, particularly their NARES offices, of countries where IRRI already operates, (b) governments, specifically the NARES of countries where IRRI wishes to nurture collaboration in rice research and development, (c) international and regional bodies concerned with international and regional governance and development and with responsibilities and programs in agriculture and rural sector, (d) other bodies, organizations and groupings, whether public or private, that have potential to promote the achievement of IRRI’s institutional goals and objectives.Specifically, the Head of the PO leads and directs the PO which:
• Supports the partnership initiatives of the IRRI DG, DDGs, researchers and senior managers;
• Analyzes country legal frameworks and contexts relevant to the formulation of host country agreement, monitor IRRI’s compliance with such agreements, and establish and nurture positive working relationships with national decision-makers;
• Provides staff support to enable establishment of durable research and technology transfer partnerships that mobilize and sustain support for, and collaboration with, IRRI's research agenda, including GRiSP;
• Strengthens IRRI's capacity to establish, administer, and maintain collaborative research and working relationships with the broad range of partners - including NARES, international organizations, NGOs, peoples' organizations, regional bodies and other organizations with an interest and concern for rice research and food security;
• Broadens and supports IRRI's relationships with the Philippines NARES in a manner consistent with IRRI's partnership activities with other countries where IRRI has interests including the management of the relationships with the community surrounding IRRI HQ.

Roles and Responsibilities
1. Leadership and management• Leads development of IRRI country offices, including support for national strategies on rice research and development;
• Provides reliable support to country-based IRRI staff, particularly in the conduct of work planning, rice research dialogues and other fora with partner NARES;
• Maintain strategic information, documents and data needed;
• Support the DDG-CP in the management of host country relations and programs with IRRI’s host community.
2. Liaison and Coordination
• Explore, initiate and maintain productive partnerships with NARES and regional groups to generate and sustain support for IRRI’s research and programs.
3. Serve as Liaison Scientist (LS) in countries where IRRI has no resident LS or
Representative
• Serve to represent IRRI in countries with no IRRI representative, undertaking on rice research and development; work planning, rice research dialogues and other fora with partner NARES; and facilitate IRRI’s partnerships, and with IRRI’s host community, rice R&D programs of the Government of the Philippines, and groups to generate and sustain support for IRRI’s research and programs.
4. Secretariat support
• Manage the Partnerships Office (PO).
• Lead the CORRA Secretariat in planning and monitoring the Council’s approved work plan ensuring that NARES rice R&D needs are well articulated and represented in
IRRI’s major plans and programs;
5. Technical support
• Participate in relevant IRRI research programs: GRISP, CORIGAP, CURE, STRASA,
etc.
6. Others:
• Perform other functions as required by IRRI management (DG, DDGCP, DDGR, and
DDGMS).
Qualifications
- A Master’s or PhD degree in a discipline related to international agricultural research or agricultural or rural development (agronomy, agricultural economics, extension, etc.)
- Relevant skills and experience necessary to establish lasting partnershipswith a wide range of organizations, including NARES, government agencies, universities, international development organizations, business entities, and donors;
- A minimum of 10 years’ prior field experience in managing agricultural research projects or programs;
- High level of strategic vision and leadership - ability to communicate and inculcate a common vision among diverse partners;
- Expertise in leading teams and building partnerships for collaborative, interdisciplinary R&D and in managing complex work situations;
- Excellent interpersonal and communication skills, including oral and written English proficiency, and
- Commitment to gender equity and diversity.
Skills Required
Project Planning: Develops project framework including identification of the problem, rationale, objectives, and approaches and methodologies.Project Management: Leads projects and teams to completion of expected outputs. Monitors project developments, including findings, problems and solutions to problems.
Planning and Organizing: Coordinates work priorities at HQ and country level, utilizes budgetary and staff resources to accomplish goals.
RMQA Orientation: Contributes to quality assessment and quality control principles and
practices, and monitors compliance among staff.
