UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.

Within these three core areas of expertise, UNOPS provides its partners with advisory, implementation and transactional services, with projects ranging from building schools and hospitals, to procuring goods and services and training local personnel. UNOPS works closely with governments and communities to ensure increased economic, social and environmental sustainability for the projects we support, with a focus on developing national capacity.

Functional Responsibilities

Under overall supervision of the 3MDG Fund Director, and direct supervision of the MNCH Specialist and in accordance with UNOPS policies, procedures and practices, the incumbent will be in charge of the management of grants of partners receiving support under the Fund. The Public Health Officer's duties will include:
1.    Prepare terms of reference for calls for proposals (MNCH) to be launched on behalf of the 3MDG Fund;
2.    Evaluate proposals received for MCH Component either as a result of such calls or for direct funding, and ensuring that proposals are in compliance with national programmes and with the 3MDG’s policies and strategies;
3.    Support  to conduct need and resource assessments
4.    Review work plans and budgets submitted by 3MDG Implementing Partners. Negotiate plans and budget to ensure most effective use of 3MDG resources with highest impact for results on beneficiaries
5.    Periodically review reports submitted by the 3MDG Fund's Implementing Partners to ensure that they are sound, in line with the agreed objectives, with the national programmes and the 3MDG Fund's policy and strategies;
6.    In consultation with the M&E Officer ensure routine monitoring of project progress, activity results and implementation costs against planning  to ensure the actions supported by the 3MDG Fund are implemented effectively and efficiently; conduct regular field monitoring trips;
7.    Propose initiatives including termination of, or adjustment of actions to ensure effectiveness of the 3MDG Fund's supported interventions;
8.    Attend relevant technical meetings related to MCH and maintain excellent contact with all stakeholders and a detailed knowledge of all relevant issues impacting public health; 
9.    Engaging in promotion of information sharing on all aspects related to public health in Myanmar;
10.  Work in close collaboration with the Monitoring and Evaluation Officer (a)  assisting the development and implementation of the Fund's internal M&E systems, (b) in providing adequate feedback to/from the Fund's beneficiaries on data obtained from the Fund's internal M&E system, (c) in providing advice to projects/actions supported by the Fund on their own internal M&E systems/needs, (d) gain in-depth knowledge of the national programme on their own internal M&E system, its consistency and effectiveness;
11.  Work closely with the HIV, TB and malaria team to ensure that opportunities for integrated services at the primary health care level are created and implemented;
12.  Work in close collaboration with the 3MDG Programme Support Unit on grants management
13.  Work in close collaboration with the 3MDG Procurement Unit to ensure partners have adequate supplies to implement activities timely
14.  Work in close collaboration with 3MDG Communications Unit for external and internal communication of health related information on the 3MDG Fund;
15.  Coordinate work with other actors involved in the area of work supported by the Fund; 
16.  Other duties that may be assigned by the MNCH Specialist
