Project Description:
IFES is an international, nonprofit organization that supports the building of democratic societies. IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries. IFES’ electoral assistance program in Cambodia, funded through the U.S. Agency for International Development, assists local stakeholders in strengthening the electoral sector.
Job Responsibilities:
The Chief of Party (COP) will manage IFES’ program in Cambodia. The COP will serve as IFES’ primary in-country representative and on-site coordinator of programming with local and international actors. S/he will be responsible for maintaining pro-active contacts with national stakeholders, donors and the wider international community. Technical Director and Program Implementation • Oversee implementation of IFES’ technical assistance program in Cambodia, evaluating strategies and activities on an ongoing basis to ensure maximum impact of IFES’ efforts; • Provide high-level technical assistance to relevant Cambodian electoral stakeholders; • Ensure timely execution of project activities within the allocated budget; • Provide expert technical advice on all aspects of the democracy and elections program where relevant or requested; • Develop and maintain productive relationships with donors, international implementers, civil society and academia; • Coordinate closely with consultants and field experts on project components; • Provide bi-weekly activity reports and quarterly updates for reporting and performance monitoring and evaluation purposes; • Ensure that other donor-specified reporting requirements are met in coordination with IFES/HQ; • Perform other duties as needed. Management • In coordination with IFES/HQ, develop and oversee administrative, financial, and personnel policies and procedures for IFES/Cambodia; • Maintain oversight and accountability for project budget management; • In coordination with IFES/HQ, facilitate recruitment, vetting, hiring, and orientation of new local staff; • Develop local staff capacity to participate in technical programmatic work through training and mentoring; • In coordination with IFES/HQ, hire and supervise all local and international technical consultants to conduct clearly specified tasks within the project’s scope of work; • Overall responsibility for IT, security, and procurement needs. Program Development • Identify opportunities and strategies for new IFES programming in Cambodia; • Coordinate outreach strategy to the international donor community in Cambodia and, working closely with IFES/HQ, diversify funding sources for the project office; • Working closely with IFES/HQ, develop proposals/concept papers for new activities that fall within IFES’ mission.
Qualifications:
• Bachelor’s degree required; Master’s degree or similar in a related field desirable • Minimum of 10 years of relevant and progressively responsible professional experience in election assistance, international development and program management • Experience implementing electoral development programs in varied political and cultural environments • Extensive field-based experience • Experience with USAID regulations and the implementation of USAID-funded project activities and experience in proposal writing, budgeting, and liaising with a variety of donors • Demonstrated knowledge of one or more of the following areas: women’s rights issues, campaign finance, election reform and election processes • Experience in managing programs, especially in complex/high-risk environments • Experience as an engaged interlocutor with relevant high-level actors • Familiarity with monitoring and evaluation methodology • Experience working in/on Southeast Asia issues desirable • Fluency in English (oral and written) required
