Chief of Party, Civil Society Support Program, Cambodia


Proposal Summary:
An anticipated five-year USAID-funded program will focus on strengthening organizational capacity and skills of civil society organizations (CSOs) through training, technical assistance, and financial support. The program also will assist USAID with managing a grants program, managing a legal defense fund, and supporting innovative initiatives in improving government responsiveness and accountability to Cambodian citizens.

Position Summary
The Chief of Party will provide overall technical leadership and administrative oversight of the project. 

Responsibilities
  • Provide technical and administrative leadership for the entire program, ensuring that all objectives are achieved. 
  • Oversee internal management of the project including the budget and performance monitoring and evaluation.
  • Manage and supervise all project activities, staff, and partners, and have overall responsibility for the successful performance of the project.
  • Maintain effective activity tracking and reporting systems and ensure high quality reporting and deliverables. 
  • Provide technical assistance to program counterparts and grantees in areas of expertise and oversee grants program.
  • Serve as principal liaison with USAID, counterparts and other donors. 
Qualifications
  • Graduate degree (Master's or higher) in international development, political science, or other relevant field. 
  • Minimum five years of experience managing USAID funded projects at the CoP or Project Director level.
  • Minimum ten years of professional experience working on all aspects of civil society strengthening including organizational capacity and skills development, facilitating networking, and promoting effective advocacy. 
  • Familiarity with USAID regulations and experience in systems and office set-up, budgeting, financial management, and grants program management.
  • Directly relevant experience in Cambodia or SE Asia. 
  • Demonstrated leadership and diplomacy skills.
  • Strong communication skills, both interpersonal and written.
  • Fluency in English is required; knowledge of Khmer preferred.
