Summary of Position
IREX seeks a Chief of Party to lead an anticipated USAID-funded Civil
Society Support Contract (CSSC) in Cambodia. The program is designed
to empower and connect segments of Cambodian civil society for a more
influential role in the country’s transformation to an enduring democratic and
prosperous country. The program will focus on strengthening
the effectiveness of CSOs and include support for USAID grant management, organizational
capacity building, legal assistance, and other interventions. The Chief of Party will provide overall
strategic vision and management for the program, with responsibility for
ensuring all objectives are met.
The position is contingent
on funding.
Summary of Responsibilities:
- Provide leadership, vision and direction for the implementation of all program components to ensure that objectives and targets are achieved
- Provide overall programmatic, budget and administrative management
- Supply direct technical assistance in areas of expertise
- Manage effective monitoring, evaluation and reporting of program activities
- Interact regularly with civil society groups, opinion leaders, government officials, members of the international community and other program stakeholders
- Develop and maintain effective collaborations with program partners and serve as principal liaison with USAID
- Manage and develop staff and maintain close communication with IREX headquarters teams
- Oversee financial and administrative management of the program, ensuring budget discipline
- Represent IREX and support its organizational development
Skills and Qualifications:
- Master’s degree in international development, public administration, management, political science and/or another relevant field is preferred
- 7-10 years of experience in promotion of civil society capacity development and organizational strengthening
- 7-10 years of experience in leading professional and administrative staff for USAID or other donor-funded programs
- Previous work experience in Cambodia or Southeast Asia is strongly preferred
- Expertise in designing and conducting long-term civil society development programs and in delivering technical assistance and capacity building as a trainer or advisor
- Demonstrated success in maintaining excellent collaborations with donor representatives and partner civil society organizations
- Successful record of management and development of staff and oversight of budgeting and grant-making
- Excellent communications skills, including ability to make public presentations and write and speak authoritatively
- Fluency in English is required; knowledge of Khmer an advantage
