Monitoring & Evaluation Officer
As a member of the NH staff, the M&E Officer is responsible for the implementation of the Monitoring and Evaluation system at the provincial level in Kompong Chhnang and Mondolkiri Provinces. The M&E Officer must be able to work autonomously as well as in close collaboration with other colleagues (Cambodian and foreigners). By complying with NH vision, mission and policies, the RFO will contribute to achieve its goals and objectives.
The M&E Officer will be reporting directly to the Monitoring and Evaluation Manager.
The position is based in Kompong Chhnang with frequent travels to Mondolkiri as well as other provinces when required.
Responsibilities
- Developing performance monitoring plans and work plans in cooperation with the country coordinator and M&E team.
- Developing indicators of success and methods of measurement and conduct baseline assessments based on the project's objectives.
- Developing tools for collecting information necessary to monitor and evaluate program activities such as surveys, interviews and focus groups; identify relevant secondary sources of information; train staff to use these tools/sources.
- Collecting data on program results and impact and, based on this information, prepare and submit regular reports in accordance with internal and external reporting requirements.
- Assisting program staff in identifying and highlighting achievements of state objectives and outcomes.
- Designing and costing out a baseline survey and a needs assessment survey (as appropriate).
- Working closely with the management staff to introduce and monitor implementation of M&E tools on the field, to ensure efficient and effective M&E of all project’s activities at all times.
- Undertaking monitoring and technical support visits on regular basis to assess progress against approved project’s objectives and M&E Plan.
- Working closely with management staff to compile relevant data for the interim and annual evaluation.
- Producing a variety of written documents e.g. data summaries, workshop reports, etc.
- Building and maintaining positive relationships with all members of staff, and contacts within and outside of our organization.
- Undertaking any other reasonable duties as may be requested from time to time.
Requirements
- Cambodian National
- At least Bachelor degree in a social science or development subject.
- A minimum of 2 years of experience in relevant field, preferably in an NGO environment.
- A minimum of 1 year of experience in monitoring and evaluation related work.
- Proven ability to design and implement monitoring and evaluation strategies.
- Excellent interpersonal and communication skills for data collection.
- Strong skills on analysis and interpretation of both quantitative and qualitative data.
- Excellent organizational and time management skills required to meet deadlines.
- Ability to work independently and as part of a team.
- Familiarity with data management software (Excel, EpiData, and SPSS) and MS Office.
- Willing to travel extensively in the program’s targeted areas.
- Motorcycle driving ability and driver’s license
- Fluent English language knowledge is essential.
Salary and Benefits
- $US 400 to 430 per month according to experience and qualifications
- Benefits: Khmer New Year and Pchum Ben Bonus, Health Insurance (accident and hospital)
Contract Period
- Full time contract until the 31st of December 2014 - Renewable
- Starting date – February/March 2014
