The Children and Violence Evaluation Challenge Fund

The Children and Violence Evaluation Challenge Fund is pleased to announce its 2nd call for proposals to support rigorous evaluations of interventions aimed at preventing all forms of violence against children in low- and middle-income countries.
 
A rigorous evaluation implies the use of recognized social research or evaluation methods that help to assess the changes that can be attributed to a specific intervention or that the intervention contributed to. To this end, the Fund is open to a wide range of evaluation methods varying from experimental and quasi-experimental methods to mixed methods and qualitative research.

The proposed evaluations shall focus on understanding the impact of a specific intervention in line with the thematic area and geographical scope of the call and their findings are expected to be used to inform policies and practices in the child protection sector, thus ultimately contributing to eradicate violence from the lives of the children.

Non-profit organizations/NGOs, universities/research institutes and, exceptionally, for-profit organizations can apply as main applicants. Governments and multilateral organizations are not eligible as main applicants, but can be identified as partners. The application must reflect a partnership between implementers and evaluators. The meaningful involvement of local researchers is strongly encouraged.

What will be funded

Under its 2nd call for proposals, the Fund will support rigorous evaluations of specific interventions aimed at preventing any form of violence against children in low- and middle-income countries. 

Evaluations are expected to meaningfully contribute to build a strong evidence base about the effectiveness of violence prevention interventions. They shall be rigorous in terms of research methodology and conducted by external independent evaluators with recognized evaluation expertise.

NOTE: The Fund will support exclusively the EVALUATION of the intervention and not its implementation. Funds to cover the implementation of the intervention must be secured through other funding sources.
  • Thematic focus area
Under its 2nd call for proposals, the Fund will consider proposals to evaluate interventions in line with the following thematic focus:


Violence prevention approaches can vary from primary prevention (i.e. aimed at preventing violence before it occurs) to secondary (i.e. focus on the subjects at high-risk of violence and on the immediate response) and tertiary prevention (i.e. focus on the longer-term care after violence has occurred in order to prevent its recurrence). With a preference for primary and secondary violence prevention interventions, the Fund will consider also tertiary prevention strategies or interventions linking the different levels, as long as the focus of the evaluation is on the prevention outcome.
Within this thematic focus, the Fund is interested in evaluations of different clusters of interventions including:
- Parenting education;
- Interventions addressing cultural and social norms;
- Community-based interventions, with focus on the most vulnerable groups (e.g. children with disabilities, youngest children etc…).
This list is, however, not exhaustive. The Fund is open also to other innovative interventions, promising practices or established programmes that remain largely unevaluated, as well as interventions addressing violence against children at different levels, including policy or governmental programmes, multi-sectoral interventions, campaign and advocacy, provided that they are in line with the thematic focus and their evaluation is justified and feasible.
Interventions can be at different status of implementation (on-going, yet to be started or concluded) and can vary in terms of scale, scope and nature. This includes: large-scale mature interventions designed to prevent violence; innovative interventions that appear to be promising practices for violence prevention; interventions having violence prevention as indirect outcome.
  • Geographical scope
The geographical focus of this call for proposal is on any of the low- and middle-income countries listed in the latest DAC list of ODA recipients, effective from January 2012.

The geographical scope refers to the country where the intervention to be evaluated is implemented. Only evaluations of interventions implemented in one of the countries listed in the DAC list of ODA recipient will be eligible. Evaluations of regional interventions or multi-country proposals are also accepted, provided that the countries of implementation are included in the list.

  • Funding modalities
The Fund anticipates awarding a number of grants for different evaluations for a total amount of approx. EUR 700,000. The exact amount will depend on the quality of the applications received and the availability of additional funds in early 2013.

The amount and the duration of each grant will vary according to the type and scale of the intervention and the design/methodology proposed for the evaluation. Grants, however, shall end and generate results no later than October 2015.
