World Vision Cambodia (WVC) is a Christian relief and development organization committed to working with poor communities, focused on children, to transform lives and Cambodian society through sustainable development. We are seeking for a qualified Cambodian national to fill the position of Community Facilitator for CSGMIMA Project, Food and Water Security Program based in Samlot, Battambang Province.

To provide facilitation and support for local level of activity implementation on food and water security, support to the establishment of Village Project Support Group or Community Base Organization (CBO) included capacity building. The position will be covered to conduct pre-mine clearance, site selection, mines awareness during- and post-clearance, and land tenure certification.

NEED:

• Must understand and agree on WV’s mission, purpose, core value, procedures, objectives and other policies.
  
• Must be willing to live and work in the project target area, having knowledge of the target area would be preferred.
  
• Completion of secondary education, University degree an advantage.
  Some understanding in Mines Action related project (clearance, awareness, and victim assistance)
  
• Good interpersonal and communications skills.
  
• Some agriculture experiences/knowledge.
  
• Good spoken and writing English language skills, excellent in Khmer.

JD:

• Facilitate the identification of committed villagers for Village Project Support Group (VPSG).
• Prepare job description and policy for VPSG.
  
• Assist in conducting needs assessment of the community people in the target area.
  
• Conduct risk behavior assessment in project area using available data and household interview specific to age and sex.
  
• In communication with MAPU and MAG, undertake clearance priority investigation.
  
• Help facilitate the participatory Agro-Ecosystem Analysis (AEA) in the project target to identify needs and opportunities for improved food and water security.
  
• Facilitate in developing Village Agriculture Plan.
  
• Assist in developing project annual plan of action. Consolidate the monthly action plan of assigned districts.
  
• Raise awareness of project purpose approach with all stakeholders.
  
• Assist in developing community-based Mine/UXO risk profile.
  
• Facilitate the establishment of Peer Group to help reduce risk behavior.
  
• Assist in deploying mine clearance team in the priority areas.
  
• Develop household specific support package for extremely vulnerable families.
  
• Assist in establishing community-based organizations (CBO) through the compilation of CBO policy that ensure the CBO function that leads to sustainability.
  
• Coordinate the formation of Farmer Group to assist in the production and marketing of agriculture activities.
  
• Facilitate the distribution of resettlement land to extremely vulnerable households, and initiate process to secure land tenure.
  
• Assist in establishing agreed criteria to select female and male victims and extremely vulnerable families.
  
• In networking with World Vision Cambodia’s ADP and Education Program, implement “education for all program” to overcome constraints to school attendance of children of poorest families.
  
• Monitor the progress of project activities in the assigned villages and commune as planned.
• Monitor day-to-day project expenditures for the assigned villages/commune.
  
• Supervise VPSG and CBO. Regular meeting with Community Strengthening Coordinator to update the project implementation progress and problem encountered while implementation of project activities for advice/feedback.
  
• Closely Monitor the project activities, VPSG and CBOs implementation to ensure effectiveness through checking and verifying all records and policy.
  
• To prepare quality and accurate reports on monthly, quarterly and annual basis.
  
• Train VPSG in principle of community strengthening, gender equity, and roles and rights of women, issues of disability and rights of disabled people.
  
• Raise awareness amongst village members of the function of CC, their rights in relation to these.
  
• Assist in providing training to CC to support understanding of key Mine Action issues.
  
• Assist in providing training to VPSG and CBO in agriculture, small business, and management and skills.
